Assignment
The Senior Project Officer (SPO) will be responsible for the day-to-day coordination and implementation of project activities under the Humaniterra project, ensuring timely delivery, quality compliance, and effective coordination with partners, stakeholders, and beneficiaries. The SPO will act as the main liaison between Acted and its implementing partners (Mada and Hadatha) and will oversee progress on project results related to agricultural livelihoods, cash-for-work, climate-smart farming, and environmental awareness.
Background
Acted is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. Acted has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Acted has recently launched a program through Dutch funding supporting livelihoods through Social Development Centers and supporting local enterprises in consortium with 3 other international NGOs.
Acted, in partnership with Mada and Hadatha, is implementing the Humaniterra: Cultivating Recovery and Preserving Nature project in Akkar Governorate with the support of the CDCS of the French Ministry for Europe and Foreign Affairs. The 12-month project aims to strengthen food security, agricultural resilience, and environmental sustainability among vulnerable Lebanese and Syrian households in the Al Ostuan River Basin.
The project focuses on:
- Providing short-term income opportunities through Cash-for-Work schemes (Result 2).
- Supporting climate-smart agriculture through greenhouse adaptation, water harvesting, and Good Agricultural Practices (Result 3).
- Promoting social cohesion and environmental awareness within communities (Result 4).
- Enhancing partner capacity and peer-to-peer learning (Result 5).
The Senior Project Officer will play a key role in ensuring that these results are implemented efficiently, in line with Acted’s standards and donor requirements.
Job Description
- Project Coordination and Implementation
- Coordinate and oversee the implementation of all field activities in accordance with the project workplan and budget.
- Ensure smooth collaboration and information flow between Acted, Mada, and Hadatha during all project phases.
- Supervise and support field staff, including officers and enumerators, to ensure accurate data collection, proper beneficiary engagement, and timely reporting.
- Monitor daily progress on Cash-for-Work activities, greenhouse installation, and GAP training sessions.
- Prepare activity plans, follow-up tools, and progress reports for submission to the Project Manager.
- Partner and Stakeholder Engagement
- Maintain regular communication with local authorities, including the Governor of Akkar, the Union of Municipalities, and local municipalities, to ensure coordination and community acceptance.
- Facilitate coordination meetings with partners and support the implementation of peer-to-peer activities under Result 5.
- Represent Acted in local coordination forums when delegated.
- Monitoring, Evaluation, and Reporting
- Work closely with the MEAL team to ensure adherence to beneficiary selection criteria, data verification, and feedback collection.
- Contribute to activity tracking, beneficiary databases, and narrative reports.
- Support environmental and gender mainstreaming throughout implementation.
- Operational Support and Compliance
- Coordinate with Logistics and Finance to ensure proper planning and documentation for procurements, payments, and field expenditures.
- Ensure that all activities comply with ACTED’s procedures, donor regulations, and national laws.
- Identify potential implementation challenges and propose practical solutions.
- Accountability to Communities and Beneficiaries
The Senior Project Officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED program objectives, activities, beneficiary selection criteria, methodologies as well as complaints and referral mechanisms. This is the responsibility of every ACTED staff member.
Requirements
- University degree in a relevant field such as public health, Economics, Business, Education etc.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
- Excellent interpersonal and problem-solving skills, creativity and flexibility;
- INGO and/or UN experience in similar position preferred;
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well;
- Experience or knowledge working in the protection sector;
- Experience or knowledge in public health issues;
- Experience delivering trainings and curriculums.
