Action Against Hunger is a non-governmental, non-political, non-denominational and non-profit organization, established in France in 1979. Action Against Hunger’s vocation is to save lives by combating hunger, diseases, and other crises threatening the lives of helpless men, women and children. Action Against Hunger opened a mission in Lebanon in August 2006.
Action Against Hunger is launching a consultancy to document and analyze lessons learned from its 2025 Cash and Voucher Assistance (CVA) interventions in Lebanon. The aim is to strengthen strategic positioning, inform future programming, and contribute to sector-wide learning and advocacy.

General Objective:
- To produce a thematic study that consolidates and disseminates lessons from ACF’s CVA programming in Lebanon.
Specific Objectives:
- Document and analyze CVA interventions across modalities (ECA, Cash for Food, MPCA, Cash for Work, Cash for Nutrition).
- Evaluate linkages between humanitarian cash and national social protection systems.
- Assess ACF’s strategic positioning in Lebanon’s cash ecosystem.
- Generate evidence-based recommendations for programming, coordination, and advocacy.
- Produce knowledge products for internal and external dissemination.
Scope of Work
The consultant will:
- Conduct a desk review of program documents and sectoral reports.
- Analyze monitoring data and performance indicators.
- Carry out key informant interviews with ACF staff, partners, and coordination actors.
- Frame findings within global CVA discussions, including digital payments, financial inclusion, and linking humanitarian cash to social protection.
Deliverables
- Thematic Study Report (max 25 pages) with infographics, charts, and actionable recommendations.
- Executive Summary (2–3 pages) for donor and sector audiences.
Consultant Profile
- Advanced degree in social sciences, development, or related fields.
- Minimum 5 years of experience in CVA programming and evaluation.
- Proven experience in thematic studies and knowledge product development.
- Familiarity with Lebanon’s humanitarian and social protection landscape.
- Strong analytical and facilitation skills.
- Fluency in English and Arabic.
