Terms of Reference for the Feasibility Study

Objectives of the Feasibility Study


The objectives of the feasibility study are to:

  • Review, adapt and complete an existing problem and situational analysis and collect baseline data and assess baseline situation (at micro, meso and macro level where relevant),
  • Review, adapt and complete an existing stakeholder analysis
  • Review, adapt and complete an existing risk analysis and identify relevant mitigation measures
  • Review the project‘s intervention logic (incl. draft logframe and activities) and provide recommendations for improvement
  • Review, adapt and complete an existing partner capacity assessment and provide recommendations for improvement
  • Review the project’s staffing concept and provide recommendations for improvement.
  • Assess the feasibility of the project design against the OECD-DAC criteria, relevance, effectiveness, efficiency, coherence, sustainability and impact, and provide recommendations based on OECD-DAC Criteria
  • Draw conclusions and provide concrete recommendations for each of the above to improve the project design.

How to Apply

Applications
Interested consultants or consultant teams should include a team composition with a lead consultant and associate consultants in their applications, if relevant, and should provide a proposal explaining their comprehension of the proposed consultancy and covering the following aspects:
Technical Proposal

Detailed response to the ToR, not exceeding 15 pages, outlining how the consultant(s) meet the selection criteria and how they intend to implement the tasks 1-10 mentioned above including full detailed methodology with suggested sample size

Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies.

The proposed activity timeline shall be completed by 30 January 2026.

CVs of the consultant(s) involved in the assignment with an explanation of the team composition/roles in accordance with their proposed approach and methodology.

List of references for similar studies previously conducted. The successful consultant(s) will be requested to provide a police certificate of good conduct after selection.
Financial Proposal

Breakdown of the budget presented in a separate document with a detailed itemization per this ToR. Detailed budget, including: i) daily fee rates, iii) field data collection expenses for each team member; iv) communication vi) administrative expenses vii) any other expenses related to the assignment viii) indication of VAT if applicable.
