Call for Expression of Interest (EOI) Pilot Municipal Projects on Tackling Care Work at the Local Level دعوة لتقديم بيانات إبداء اهتمام مبادرات بلدية رائدة لتعزيز الاستجابة المحلية لأعمال الرعاية غير المدفوعة على المستوى المحلي

1.Context

Women and girls have disproportionate responsibility for unpaid care and domestic work; globally they spend three times as much time on this work as do men and boys. Unpaid care work is one of the main barriers preventing women from moving into paid employment and better-quality jobs. 

The GIZ program “WoMENA – Gender Responsive and Inclusive Politics and Economy in the MENA region” has organized a series of workshops and exchange opportunities for engaged actors from 6 countries of the MENA region (Egypt, Jordan, Lebanon, Morocco, Palestine, and Tunisia) over a span of 15 months between November 2022 and October 2024. The participants were from different parts of life - policymaking, business, development practice, media, academia, and civil society.

For Lebanon, an action plan has been drafted containing four main goals. The fourth goal was to working with local authorities to tackle Unpaid Care Work at the local level.

2. Background

The GIZ program WoMENA - Promoting Gender-Responsive and Inclusive Politics and Economy in the MENA Region, aims to strengthen gender-transformative and resilient local governance by addressing unpaid care work as a key dimension of sustainable local development and social well-being.

This Call for Expression of Interest (EOI) invites municipalities and unions of municipalities across Lebanon to join a pilot initiative that promotes innovative, inclusive, and community-based solutions to recognize, reduce, and redistribute care responsibilities at the local level.

The initiative aligns with Lebanon’s commitments to gender equality, social inclusion, and the Sustainable Development Goals (SDGs).

Selected municipalities will benefit from technical assistance, tailored capacity building, and mentoring to co-design and implement small-scale, visible pilot projects that highlight the value of care work and strengthen transformative local governance within local policy, planning and activities.

3. Objectives of the Call

Based on the Lebanese municipal law 118/77, especially articles 47 to 52, this call seeks to:

• Identify motivated municipalities ready to integrate and tackle care work into their governance priorities.
• Support them in developing localized care strategies through participatory methods (service mapping, time-use surveys, community consultations).
• Launch small-scale, high-impact and replicable pilot projects -(GIZ co-financing estimate: up to USD 10,000)- (e.g., awareness campaigns, breastfeeding corners, caregiver support activities, or flexible work policies or any other idea suggested by the applicant that contribute to tackling care work), with technical guidance and seed funding to selected municipalities or unions of municipalities.
• Foster community trust and gender responsive leadership at the local level.

4. Eligibility Criteria

Municipalities or unions of municipalities are eligible to apply if they:

•  Are operational and in good standing, not dissolved or suspended, and free from major administrative or legal disputes that could hinder project implementation.
• Demonstrate a genuine commitment to advancing gender equality, social inclusion, and community well-being through local governance. Social inclusion refers to the process of improving the terms and opportunities for individuals and groups especially those who are marginalized or disadvantaged to participating fully in society, the economy, and decision-making.
• Commit to appoint Municipal focal points and ensure the participation of both women and men in project activities and decision making.
• Are willing to collaborate – or are already collaborating - with civil society organizations, women’s associations, and/or private sector actors, to design and/or implement community-oriented initiatives, particularly those that promote social inclusion, care services, or support to families and caregivers. (Such collaboration may include joint activities, service partnerships, awareness campaigns, data collection, co-financing, or sharing local facilities.)
• Are ready to contribute resources, financial or in-kind (e.g., space, staff time, communication support), to ensure local ownership and sustainability of the pilot project.

5. Pre-Submission Information Session

Before submitting their EOI, all interested municipalities and unions are invited to attend an Information Session on “Caring Cities, Inclusive Governance: Women at the Core of Local Change”. This session will:

• Introduce the concept of Unpaid Care Work, its importance in local governance and its relevance to inclusive development.
• Present the objectives, process, and expected results of the pilot initiatives.
• Guide participants on completing and submitting the EOI.
• Provide space to ask questions, exchange experiences, and share preliminary challenges and / or ideas.

1. السياق

تتحمّل النساء والفتيات مسؤولية غير متكافئة في أعمال الرعاية والأعمال المنزلية غير المدفوعة الأجر، إذ يقضين عالميًا ثلاثة أضعاف الوقت الذي يقضيه الرجال والفتيان في هذا المجال. وتُعدّ أعمال الرعاية غير المدفوعة أحد العوائق الرئيسية التي تمنع النساء من الالتحاق بالعمل المأجور أو الحصول على وظائف أفضل نوعية.

نظّم البرنامج الإقليمي تعزيز المشاركة السياسية والاقتصادية للنساء في الشرق الاوسط وشمال أفريقياWoMENA التابع  ل      GIZسلسلة من الورش التفاعلية وفرص التبادل بين فاعلين من ست دول في المنطقة (مصر، الأردن، لبنان، المغرب، فلسطين، وتونس) على مدى خمسة عشر شهرًا بين تشرين الثاني/نوفمبر 2022 وتشرين الأول/أكتوبر 2024. وقد شملت المشاركين فئات متنوعة من صانعي السياسات، والقطاع الخاص، وخبراء في التنمية، والإعلام، والأوساط الأكاديمية، والمجتمع المدني.

في لبنان، وُضِعَت خطة عمل تتضمّن أربعة أهداف رئيسية، من بينها الهدف الرابع المتعلّق بالعمل مع السلطات المحلية لمعالجة قضايا الرعاية على المستوى البلدي.

2. الخلفية

يهدف برنامج WoMENA – تعزيز المشاركة السياسية والاقتصادية للنساء في الشرق الاوسط وشمال أفريقيا إلى دعم الحوكمة المحلية المستجيبة للنوع الاجتماعي من خلال معالجة أعمال الرعاية غير مدفوعة الأجر كعنصر أساسي من عناصر التنمية المحلية المستدامة والرفاهية الاجتماعية.

 هذه الدعوة لتقديم إبداء الاهتمام موجهة للبلديات واتحادات البلديات في جميع أنحاء لبنان للمشاركة في مبادرة تجريبية تهدف إلى تعزيز حلول مبتكرة وشاملة ومجتمعية للاعتراف بأعمال الرعاية، والحدّ من أعبائها، وإعادة توزيعها على المستوى المحلي.

تتماهى هذه المبادرة مع التزامات لبنان تجاه المساواة بين الجنسين، والإدماج الاجتماعي، وأهداف التنمية المستدامة (SDGs).

ستستفيد البلديات المختارة من المساعدة الفنية، وبناء القدرات المصممة خصيصًا، والتوجيه للمشاركة في تصميم وتنفيذ مشاريع تجريبية صغيرة الحجم وذات أثر ملموس تُبرز قيمة أعمال الرعاية وتُسهم في تعزيز الحوكمة المحلية التحويلية في السياسات والخطط والنشاطات البلدية.

3. أهداف الدعوة

استنادًا إلى قانون البلديات اللبناني رقم ١١٨/٧٧، وخاصةً المواد من ٤٧ إلى ٥٢، تسعى هذه الدعوة إلى:

• تحديد البلديات المحفزة والمستعدة لدمج أعمال الرعاية في أولويات حوكمتها.
• دعمها في تطوير استراتيجيات محلية للرعاية باستخدام أساليب تشاركية (مثل خرائط الخدمات، واستطلاعات استخدام الوقت، والمشاورات المجتمعية).
• إطلاق مشاريع تجريبية صغيرة الحجم ذات أثر كبير وقابلة للتكرار -(تقدير التمويل المشترك من GIZ: ما يصل إلى 10000 دولار أمريكي) - (مثل: حملات توعية، زوايا للرضاعة، أنشطة دعم مقدّمي الرعاية، سياسات عمل مرنة، أو أي فكرة أخرى تقترحها البلدية المتقدّمة تسهم في معالجة قضايا الرعاية)، مع توفير إرشاد تقني ودعم تمويلي أولي للبلديات أو الاتحادات البلدية المختارة.
• تعزيز الثقة المجتمعية والقيادة المستجيبة للنوع الاجتماعي على المستوى المحلي.

4. معايير الأهلية

يحقّ للبلديات أو لاتحادات البلديات التقدّم بطلب المشاركة إذا توفّرت فيها الشروط التالية:

• أن تكون عاملة وفي وضع إداري وقانوني سليم، غير منحلة أو موقوفة عن العمل، وخالية من النزاعات الإدارية أو القانونية الكبرى التي قد تعيق تنفيذ المشروع.
• أن تُظهر التزامًا حقيقيًا بتعزيز المساواة بين الجنسين، والإدماج الاجتماعي، ورفاه المجتمع من خلال الحوكمة المحلية. ويُقصد بالإدماج الاجتماعي العملية التي تهدف إلى تحسين الفرص والظروف للأفراد والفئات، ولا سيما المهمّشة أو المتضرّرة، لتمكينهم من المشاركة الكاملة في المجتمع والاقتصاد وصنع القرار.
• أن تلتزم بتعيين نقاط ارتكاز بلدية (Municipal Focal Points) وضمان مشاركة كلّ من النساء والرجال في أنشطة المشروع وفي عملية صنع القرار.
• أن تكون مستعدة للتعاون - أو تتعاون بالفعل - مع منظمات المجتمع المدني، وجمعيات النساء، و/أو الجهات الفاعلة في القطاع الخاص، لتصميم وتنفيذ مبادرات موجّهة للمجتمع المحلي، خصوصًا تلك التي تعزّز الإدماج الاجتماعي، أو خدمات الرعاية، أو الدعم للأسر ومقدّمي الرعاية. (قد يشمل هذا التعاون أنشطة مشتركة، وشراكات خدمية، وحملات توعية، وجمع بيانات، وتمويلًا مشتركًا، أو استخدام مرافق محلية مشتركة.)
• أن تكون جاهزة لتقديم مساهمات مالية أو عينية (مثل توفير أماكن، أو وقت موظفين، أو دعم لوجستي وإعلامي) لضمان الملكية المحلية واستدامة المشروع النموذجي.

5. جلسة تعريفية قبل تقديم الطلب

قبل تقديم بيان الاهتمام (EOI)، تُدعى جميع البلديات واتحادات البلديات المهتمة إلى حضور الجلسة التعريفية بعنوان:" المدن الراعية، الحوكمة الشاملة: النساء في صميم التغيير المحلي".  تهدف هذه الجلسة إلى:

• التعريف بمفهوم عمل الرعاية غير مدفوع الأجر، وأهميته في الحوكمة المحلية، وارتباطه بالتنمية الشاملة.
• عرض أهداف المبادرات التجريبية، وآليات عملها، والنتائج المتوقعة منها.
• توجيه المشاركين حول كيفية تعبئة بيان الاهتمام وتقديمه.
• توفير مساحة لطرح الأسئلة، وتبادل الخبرات، ومشاركة التحديات و/أو الأفكار الأولية.
