Workforce Development Project Manager

JOB OVERVIEW

The Workforce Development Project Manager plays a key role in ensuring the effective implementation and continuous improvement of Anera’s workforce and skills development initiatives across Lebanon. Working in close collaboration with the Workforce Development Program Manager, the role supports high-quality program delivery aimed at enhancing youth employability, vocational skills, and entrepreneurship opportunities.

This position contributes to the management of programs such as Youth Basic Literacy and Numeracy (YBLN), Competency-Based Training (CBT), Advanced Training, Business Start-up, and other vocational and scholarship initiatives. The Project Manager coordinates across departments, supervises project activities, and ensures all interventions align with donor requirements, program objectives, and labor market priorities.

KEY RESPONSIBILITIES

  • Support the Workforce Development Program Manager in overseeing the design, implementation, and monitoring of workforce development programs across Lebanon, ensuring alignment with objectives, timelines, and quality standards.
  • Contribute to concept note and proposal development under the Workforce Development portfolio.
  • Guide and coordinate the work of officers, field teams, and technical specialists to ensure effective program delivery and consistent performance.
  • Ensure that training curricula and initiatives are aligned with labor market trends, employer needs, and youth aspirations.
  • Lead the entrepreneurship component by supporting youth in developing business ideas, accessing coaching and mentorship, and linking them to financial and market opportunities.
  • Strengthen partnerships with private sector actors, training institutions, and donors to expand employment, self-employment, and apprenticeship pathways for youth.
  • Collaborate with supporting departments (MEAL, Finance, Grants, Procurement and Communications) to ensure coordinated planning, data-driven reporting, financial compliance, and effective communication of results.
  • Monitor program budgets, track expenditures, and ensure compliance with Anera’s financial and operational policies.
  • Uphold and promote safeguarding, child protection, and PSEA principles in all program activities.
  • Identify challenges, share lessons learned, and recommend improvements to strengthen program quality, sustainability, and impact.

QUALIFICATIONS AND COMPETENCIES

  • Master’s degree in Education, Economics, Business Administration, Development Studies, or a related field.
  • Minimum of 5 years of progressive experience in workforce development, vocational training, or livelihoods programming.
  • Proven experience in project management, team coordination, and partnership development.
  • Demonstrated experience managing similar programs, particularly in entrepreneurship and business start-up initiatives.
  • Strong coordination, planning, and organizational skills.
  • Excellent communication, negotiation, and partnership-building abilities.
  • Solid understanding of market research, business planning, and financial forecasting.
  • Ability to manage multiple projects and priorities simultaneously.
  • Analytical mindset with strong focus on quality, results, and impact.
  • Capacity to work collaboratively within multidisciplinary and cross-departmental teams.
  • Commitment to inclusion, gender equity, and safeguarding principles.
  • Fluency in Arabic and English (spoken and written).
