Background

DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role

The objective of this position is to provide pre-hospital medical care for the mine action team members and all employees working with DCA HMA in case of any medical emergency or accident during the operations, and to keep the mine action team aware of the first aid needed in any CASEVAC during the operations. 

Responsibilities

  • Respond to emergency calls and assess patients' conditions.
  • Administer first aid and provide life support measures as needed.
  • Transport patients to hospitals or other medical facilities for further treatment.
  • Provide medical support to the BAC teams.
  • Ensure that they have the adequate medical equipment as per DCA SOP & NMAS.
  • Ensure that the medical equipment is in good working order and always maintained.
  • Explain the CASEVAC procedure to all team members at the start of each day (during the morning briefing).
  • Be present at the task site control point during working hours.
  • Responsible for the radio equipment and ensure that radios are fully charged (spare batteries) prior to leaving the base.
  • Receive and return the controlled drugs to the Senior Medic daily.
  • Ensure that the Control Point and Ambulance is always clean.
  • Communicate with other medical professionals to ensure appropriate care is given.
  • Document all patient care activities and maintain accurate records.
  • Assist the Senior Medic in maintaining reporting mechanisms and submit proper records and reports on all aspects of medical activities as by the DCA SOP & NMAS.
  • Inform the Senior Medic and radio room when team members are absent or sick.
  • Ensure the proper functioning and cleanliness of medical equipment and supplies.
  • Provide emotional support to patients and their families during emergencies.
  • Maintain radio log and radio communication with the DCA radio room.
  • Update the site log for all external and internal visitors.
  • Update the daily attendance on the site briefing board.

  • سيقدم الدعم الطبي لفِرَق إزالة الألغام والمتفجرات.
  • ضمان أن لديهم المعدات الطبية المناسبة وفقاً لإجراءات التشغيل المُوحَّدَة للمنظمة والمعايير الوطنية لمكافحة الألغام.
  • ضمان أن تكون المعدات الطبية في حالة عمل جيدة ويتم صيانتها في جميع الأوقات.
  • يجب شرح إجراءات الإخلاء الطبي الطارئ لجميع أعضاء الفريق في بداية كل يوم (خلال الإيجاز الصباحي).
  • أن يكون دائماً متواجدًا في نقطة التحكم في موقع المهمة خلال ساعات العمل.
  • يجب أن يكون مسؤولًا عن معدات الراديو وضمان شحن الراديو بالكامل (وبطاريات إضافية) قبل مغادرة القاعدة.
  • سيستلم ويُعيد الأدوية المُراقبة إلى الطّبيب الأقدم يوميًا.
  • ضمان نظافة نقطة التحكم والإسعاف في جميع الأوقات.
  • التواصل مع المهنيين الطبيين الآخرين لضمان تقديم الرعاية المناسبة.
  • توثيق جميع أنشطة الرعاية الطبية للمرضى والحفاظ على سجلات دقيقة.
  • مساعدة الطّبيب الأقدم في الحفاظ على آليات التقارير وتقديم السجلات والتقارير السليمة بشأن جميع جوانب الأنشطة الطبية وفقًا لإجراءات التشغيل المُوحَّدَة للمنظمة والمعايير الوطنية لمكافحة الألغام.
  • إعلام الطبيب الأقدم وغرفة الراديو عند غياب أو مرض أعضاء الفريق.
  • . ضمان عمل ونظافة المعدات والإمدادات الطبية بشكل صحيح
  • توفير الدعم العاطفي للمرضى وعائلاتهم خلال حالات الطوارئ.
  • الحفاظ على سجل الراديو والتواصل الراديوي مع غرفة الراديو التابعة للمنظمة.
  • تحديث سجل الموقع لجميع الزوار الخارجيين والداخليين.
  • تحديث الحضور اليومي على لوحة الإيجاز في الموقع.

Background

  • Minimum of 2 years’ experience in Medic or medical assistance.
  • Previously certified or accredited is a plus.
  • Public Driver’s License is required.
  • First aid training and civil defense experience.
  • Previous experience working with humanitarian organizations or INGOs is desirable.
  • Relevant experience in providing medical care, preferably in pre-hospital emergency settings.
  • Experience in administering first aid, life support, and medical assistance during emergencies.
  • Familiarity with medical protocols, procedures, and equipment used in emergency medical situations.
  • Experience in communicating and collaborating with medical professionals and team members.
  • Proficiency in responding to emergency calls, assessing patients' conditions, and providing appropriate medical care.
  • Ability to administer first aid and perform life support measures effectively.
  • Knowledge of medical equipment used in pre-hospital care and mine action environments.
  • Ability to ensure the availability, adequacy, and maintenance of medical equipment as per DCA SOP & NMAS.
  • Understanding of CASEVAC (Casualty Evacuation) procedures and the ability to explain them to team members.
  • Awareness of and sensitivity to the cultural context when providing medical care.
  • Proficiency in documenting patient care activities, maintaining accurate records, and submitting proper reports.
  • Skills in coordinating logistical aspects, such as maintaining the cleanliness of medical equipment and ambulances.
  • A degree or certification in a medical field, such as Nursing, Paramedicine, Emergency Medical Technician (EMT), or a related discipline.
  • Proficiency in the local language is essential for effective communication with patients, team members, and local communities.
  • Proficiency in English is beneficial, especially for communication with international organizations.
  • Effective communication skills to collaborate with medical professionals, team members, and radio rooms.
  • Ability to adapt to changing circumstances and make quick decisions during emergency situations.

Reporting

  • Regular reports on the performance and services will be submitted to the Team Site Supervisor on a weekly basis.
  • Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
