2. Background
Under the Active Citizenship Lab (ACL), MDSF seeks to strengthen civic leadership, social cohesion, and inclusive governance among Lebanese and Syrian youth in the Bekaa region. The program integrates a conflict resolution component that equips youth with the tools and knowledge to understand, analyze, and manage conflict constructively in their communities. This module also supports participants in developing empathy, dialogue skills, and conflict-sensitive approaches to civic engagement and community initiatives.
3. Objective
The objective of this assignment is to provide administrative and logistical support to the ACL project, ensuring efficient organization, reporting and documentation of all activities while maintaining compliance with MDSF’s operational and procurement procedures.
4. Scope of Work
Key responsibilities include:
Support the planning, coordination and logistical preparation of all ACL activities (trainings, meetings, community initiatives, events).
Follow up and manage invitations, confirmations and attendance sheets for all participants.
Prepare and maintain administrative records, including contracts, participant lists, agendas and documentation for activities.
Coordinate with experts and the MDSF procurement department for locations, materials, catering, transportation and other logistics.
Ensure accurate collection and filing of supporting documents for project reporting (photos, reports, invoices, etc.).
5. Deliverables
The trainer/service provider is expected to deliver the following:
Follow ups and activity attendance sheets and supporting documentation for each training or event.
Monthly report of activities implemented and logistical support provided.
Archiving all administrative and logistical documents (hard and soft copies).
6. Duration of Assignment
Total Duration: Up to 15.5 working days ( Outreach, Planning, Coordination, Documentation and reporting)
Implementation Period: November 2025 - January 2026
7. Qualifications
The selected trainer or training organization must meet the following qualifications:
Bachelor’s degree in Business Administration or related fields.
Minimum 3 years of relevant experience in administration or project coordination (preferably with NGOs or development projects).
Strong organizational and documentation skills.
Familiarity with donor reporting and procurement processes.
Excellent communication skills in Arabic and English.
Strong attention to details.
8. Location
Ferzol, Zahle, Bekaa (Michel Daher Social Foundation building).
9. Reporting and supervision
The expert will report directly to the MDSF focal point. Coordination and logistical support will be provided by the MDSF project team.
10. Payment Terms
Payment will be made via bank transfer as follows:
Two installments: 50 % upon signing the contract and 50% upon submission and approval of all deliverables.
Note: Without a valid MOF certificate, a 3.4% tax on goods and 8.5% on services will apply.

15. Evaluation of Proposals
Proposals will be evaluated based on:
Technical proposal (30%)
Financial proposal (35%)
Experience in IT training (25%)
Availability and alignment with proposed schedule (10%)
16. Penalties for Delay
A penalty of 1% of the total contract value per day of delay shall apply for late delivery or failure to perform within the agreed schedule, up to a maximum of 10% of the total contract value. The Foundation reserves the right to terminate the contract if the delay exceeds 10 days.
