NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels.

Objective/purpose of consultancy:

The objective of this assignment is to assess, design, and execute accessibility measures within Horsh Beirut park and its skatepark, ensuring full compliance with international standards and local building regulations in effect in Lebanon.

The measures (example: ramps, rails, handles, adapted seatings…) should facilitate safe, functional, and inclusive access for people with physical disabilities, elderly visitors, parents with strollers and other individuals with special needs for mobility.

Project Background

NAHNOO, within the framework of the ENABLE program funded by the European Union and implemented by the International Labor Organization, aims to activate the newly rehabilitated public infrastructure in Horsh Beirut under the ENABLE programme, transforming it into a vibrant, inclusive, and sustainable space. It advances ENABLE’s objectives by fostering community engagement through diverse recreational and cultural activities, creating decent work opportunities, including people with disabilities, and strengthening social cohesion among people from different backgrounds. Additionally, it promotes sustainable urban development by connecting employment generation, leisure, and environmental awareness in one shared public setting.

Scope of work, key responsibilities & deliverable

The selected supplier/vendor will be responsible for technical assessment, design, building, installation and follow up of necessary accessibility & inclusive measures in Horsh Beirut and its skatepark.

The scope of work includes, but is not limited to:

Deliverable 1: Assessment of Horsh Beirut park & its skatepark (estimated up to 5 consecutive days)

  • Conduct a deep site survey & assessment visit to Horsh Beirut & its skatepark to identify the locations and needs for accessibility measures, documenting current measures if any.
  • Submit an assessment report with technical observations, photos, and recommendations for optimal accessibility measures & priorities to design and install. Examples of measures can include, but not limited to ramps, rails, handles, signage, adapted seatings...

Deliverable 2: Concept Design & Development for selected priority areas (estimated up 5 consecutive days)

  • Develop accessibility measures design proposal(s) including at least technical drawings, materials specifications, dimensions, finishes….
  • Include a safety and durability plan addressing long-term maintenance, weather resistance, and materials sustainability.
  • Prepare a Bill of Quantities (BoQ) and a clear execution plan.
  • Submit drawing & concept design files to NAHNOO for review and approval
  • Ensure compliance with international accessibility standards in effect in Lebanon and local Lebanese building codes.

Deliverable 3: Execution (installation/construction) and handover (estimated up to 10 days)

  • Supply all required materials, equipment, and manpower for installation of the approved measures
  • Deliver and install the ramps according to the approved design, ensuring structural integrity, stability, and safe usability.Coordinate with NAHNOO for execution permits from relevant local authorities
  • Ensure minimum disruption to public use during installation.
  • Provide a manual for the maintenance of the accessibility measure installed

Warranty period:

The Contractor will implement a Testing & Maintenance phase spanning 6 months after execution and handover, monitoring the installed measures during their use to ensure good and smooth functioning.

Qualifications/level requirements

 

  • Proven experience in civil works and accessibility measures installations.
  • Proven expertise of assessing needs and working with the community of people with disability and special needs
  • Demonstrated knowledge and experience in working on public spaces sector
  • Good knowledge of international design standards in effect in Lebanon and local construction regulations.
  • Ability to deliver turnkey solutions (design, supply, install).
  • Strong coordination and reporting capacity
  • Legal and financial registration in Lebanon

Important note for preliminary site visits:

  • Horsh Beirut park is open to all from 7am to 5pm
  • There are 3 entrances to the park (Tayyouneh, Chiah and Kaskas) but only the Tayouneh side is officially opened (facing Al Baba Sweets)
  • The main entrance and adjacent bathrooms are already being rehabilitated with inclusive & accessibility measures

Period of consultancy

  • Expected Start Date: potentially November 15, 2025, upon selection.
  • Expected Completion: by December 4, 2025.
  • The detailed schedule will be agreed upon between NAHNOO and the selected vendor based on the site assessment and execution plan.

  • Financial Proposal
  1. Detailed quotation table (in USD, all inclusive) including assessment, design, execution and necessary materials, labor and any other associated costs.
  2. Itemized BoQ with unit prices.
  3. Copy of commercial/financial registration.

      Notes:

    • As per Lebanese law, NAHNOO reserves the right to deduct 8.5% from the total quoted amount if not Contractor is not financially registered
    • Method of payment: via cheque to cash or bank transfer (if Blom bank), noting that NAHNOO does not cover bank charges associated with the payment.
