Job Overview/Summary:
The ICLA Field Consultant will support the implementation of NRC’s Information, Counselling and Legal Assistance (ICLA) programme in North Lebanon. The consultant will be responsible for ensuring the quality delivery of information, counselling, and legal assistance activities, while contributing to the identification of legal and protection needs within the targeted communities.
The role involves close coordination with ICLA Officers, lawyers, and Information Focal Points (IFPs), as well as with local authorities, NGOs, and community actors. The consultant will ensure adherence to NRC policies, procedures, and protection principles in all activities.
Responsibilities:
- Support the implementation of ICLA activities in line with NRC policies, guidelines, and standard operating procedures.
- Conduct community outreach, information sessions, and individual or group counselling on ICLA thematic areas (legal stay, civil documentation, housing/land/property rights, and access to services).
- Support case identification, follow-up, and referrals to NRC lawyers and partner organisations.
- Collect, verify, and analyse field data to inform programme planning and reporting.
- Ensure accurate documentation and proper filing of cases, maintaining confidentiality and data protection standards.
- Monitor and document legal and protection trends affecting the target communities.
- Support the development and dissemination of key information materials and awareness tools.
- Maintain updated service mapping for ICLA operational areas in Akkar and the North.
- Facilitate communication and coordination between ICLA staff, lawyers, IFPs, and beneficiaries.
- Contribute to lessons learned documentation and provide recommendations for programme improvement.
- Promote accountability, protection mainstreaming, and community participation in all activities.
- Carry out any other related tasks requested by NRC management to ensure smooth programme implementation.

Qualifications and Relevant Skills:
- Bachelor’s degree in Law, International Relations, or Social Sciences.
- Minimum of 1 year of relevant experience in the humanitarian or development sector.
- Experience in legal and/or protection work within a humanitarian context (desirable).
- Experience providing information and counselling services (desirable).
- Experience in community outreach and sensitization (desirable).
- Proficiency in Arabic and English (spoken and written).
- Strong organizational, communication, and reporting skills.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Ability to work systematically, meet deadlines, and maintain confidentiality.
