Demining Team Leader - South Lebanon

The Team Leader (TL) is responsible for leading and managing a demining team under the supervision of the HMA Site Supervisor. The TL ensures that clearance operations are conducted safely, effectively, and in compliance with SHEILD SOPs, Lebanon National Mine Action Standards (NMAS), and International Mine Action Standards (IMAS).

 

The Team Leader is responsible for the command, control, safety, and operational effectiveness of their assigned demining team. The TL ensures adherence to SOPs, oversees clearance operations, manages equipment and resources, and provides daily reporting to the Site Supervisor.

Key Responsibilities

Mine Action Operations

  • Plan, organize, and prepare daily demining activities for the team as directed by the Site Supervisor.
  • Deploy team members effectively within clearance tasks to maintain operational efficiency.
  • Conduct quality assurance (QA) and quality control (QC) of clearance activities in line with SOPs, including casualty evacuation (CASEVAC) drills.
  • Physically check the cleared area each morning prior to commencing work.
  • Support the Site Supervisor in demolitions, in accordance with technical SOPs and NMAS.

Safety and Risk Management

  • Maintain safety as the highest priority for self, team, and community.
  • Take all reasonable measures to ensure safe operations and report immediately any breaches of safety or security.
  • Ensure team readiness and knowledge of emergency and evacuation procedures.
  • Monitor and implement corrective actions as directed by the Site Supervisor.

Team Leadership and Discipline

  • Exercise command and control of 5 team members (number may change as directed by the Site Supervisor).
  • Report team attendance and performance to the Site Supervisor.
  • Ensure adherence to SHEILD SOPs and professional conduct by all team members.
  • Maintain discipline and address HR or operational issues promptly.

Equipment and Logistics

  • Ensure all equipment issued to the team is properly maintained, serviced, and accounted for.
  • Report any loss, damage, or faults of equipment immediately to the Site Supervisor.
  • Oversee logistical support for team operations.

Reporting

  • Submit accurate daily clearance results and operational information to the Site Supervisor.
  • Report non-conformities, challenges, and incidents in a timely manner.

Qualifications and Requirements

  • Minimum Work Experience: At least 2 years in Humanitarian Mine Action (HMA), including one year as a Searcher/Deminer.
  • Mandatory Courses:
    • Based EO search and clearance course.
    • Advanced EO search and clearance course.
    • EOD-level 1 or level 2 is an asset.
  • Education: High school diploma or equivalent (military background or technical training is an asset or 2 years of work experience as TL).
  • Physical Fitness: Ability to work in physically demanding conditions (extreme weather, rough terrain, carrying equipment).
  • Mental Fitness: Ability to remain calm, focused, and decisive under high-pressure and dangerous conditions.
  • Knowledge: Familiarity with NMAS/IMAS and SHEILD SOPs.
  • Language: Proficiency in Arabic required; English knowledge is an asset.
  • Background: Must have a clean criminal record and pass a full medical examination.
  • Other: Strong leadership, discipline management, and decision-making skills.

Working Conditions

  • Deployment: The TL will be deployed to remote and hazardous areas affected by landmines and ERW.
  • Field Conditions: Work under harsh conditions (heat, cold, humidity, rough terrain, limited infrastructure).
  • Work Schedule: Full-time, with flexibility for long hours, overtime, and emergency situations.
  • Travel: Daily movement to and from operational sites may be required.
