Deutsche Welthungerhilfe e. V. (WHH) is one of the largest non-governmental organizations in Germany and has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with local NGOs.
1. EVALUATION PURPOSE AND OBJECTIVES
The main purpose of this midline evaluation is to document and inform stakeholders (the donor BMZ, partners, and participants) of the relevance/appropriateness, Coherence/connectedness, Partnerships, Effectiveness/coverage, Efficiency, Sustainability, potential impact and lessons learned of the project intervention. The evaluation will help to provide practical recommendations and document the lessons learnt for adoption in other WHH projects.
Specifically, three key evaluation themes will be covered during the evaluation process: project logic, participation & partnership, and sustainability. The Consultant will also assess cross-cutting themes, including protection mainstreaming, accountability to the affected population AAP, disability inclusion (% of the target groups are PwD), gender equality and social inclusion (GESI), social cohesion (Refugee/local communities), and environment protection during the evaluation process. The pre-and-post project performance analysis with the baseline values compared against the updated-of-project targets, the significance of the change in the indicator performance will also be determined during the midline evaluation.
The specific objectives of the evaluation will be:
- To establish whether and to what extent the project design and interventions have been relevant to the needs of the target population in areas of implementation.
- To assess whether the project was able to target the most vulnerable population groups and applied selection criteria.
- To measure the extent to which other interventions (particularly other WHH projects) supported or undermined the intervention.
- To assess the extent to which the project has achieved the planned outcomes and outputs, including building the capacity of the local community members.
- To assess the extent to which the components and modalities of protection mainstreaming have been efficient and relevant.
- To establish the indications of the impact of the project interventions on the target participants.
- To assess if the projects participants are likely to continue beyond the project life span.
- To assess whether and if to which extent the action contributed to reducing vulnerability and reliance on humanitarian assistance.
- To assess the extent of corrective measures identified and addressed in a timely manner during the action.
- To document lessons learnt and good practices that can be replicated in future for this project or other new projects.
- To evaluate and establish connections between the recent development trends in Lebanon (targeted areas) and the objectives of the intervention.
2. SCOPE OF THE EVALUATION
Geographically, the evaluation will cover the South Lebanon and Beirut, with a specific focus on rural and urban areas where project interventions were implemented. The midterm- evaluation will assess the accomplishments of the project against its expected results, with emphasis on livelihood and food security interventions. The evaluation will also assess the different project activities as in the logframe, with a strong emphasis on the following:
- Determining the extent to which the project outcomes and outputs have been achieved and whether there were unexpected outcomes
- Determining the project relevance, effectiveness, coherence, efficiency, sustainability, and impact.
- Documenting the challenges, lessons learned and key recommendations for improvement.
The mid-term evaluation will run from 1st May till 31st of June 2026. The mid evaluation report is expected to be submitted by 20 June 2026 at the latest.
3. RESOURCES AND AVAILABLE DATA/DOCUMENTS
WHH and partners will support providing all documents of project such as proposal, updated logfram, MEAL plan, updated IPTT, updated budget, MEAL reports, projects reports and any other related documents to execute this exercise.
4. TIME FRAME / SCHEDULEAn initial tentative timeline for the evaluation is presented below. Proposals are expected to discuss the feasibility and include a workplan. The final timeline/workplan will be agreed upon jointly with the evaluator and WHH. The assignment will last 45 days, starting on 1st February 2026. The tentative schedule prepared to guide the evaluation process is presented below.
5. EXPERTISE OF THE EVALUATORS
This evaluation assignment is open to evaluators with sound experience in the services outlined above. To be considered for the services described herein, the consultants must meet the following criteria:
- Post-graduate qualifications in Sociology, Development/Humanitarian studies and a qualified team member with experience in assessing emergencies programs or relevant area as mentioned above.
- Proven experience of carrying out end-line evaluations focusing on FSL, Protection and Nutrition and Livelihood.
- Experience in project Monitoring and Evaluation in Lebanon context, particularly in urban and rural areas in Lebanon.
- Strong experience and training in relevant evaluation methods (participatory methods, qualitative methods, and surveys).
- Experience in evaluating, developing, or implementing humanitarian programs run by international aid organizations, with knowledge of Lebanon context
- Proven experience in organizational learning and development of international NGOs.
- Knowledge of the GDPR regulatory requirements as regards personal data protection.
- Languages: English for data analysis and reporting, Arabic for data collection.
- Good presence in Lebanon
TECHNICAL AND FINANCIAL OFFER
Applicants have to provide a technical and financial offer.
- The technical part (max. 10 pages main text) includes:
- Evaluation methodology: detailed explanation of how the evaluation purpose, criteria and questions will be addressed within the scope of the evaluation. The methodology should be proposed with the aim to meet the objectives outlined in this ToR and discuss its feasibility.
- Work plan: A clear and reasonable timeline of activities, aligned with the deliverables and ideally matching the overall deadlines mentioned in the ToR.
- Team composition and roles: where applicable, an overview of the proposed evaluation team, including individual roles, qualifications, relevant experience and an indication of whether the team has worked together in any capacity before.
- Feasibility and risks: Reflections on potential challenges and mitigation measures for the evaluation process.
- Full CVs of the proposed team members, including references, should be attached
- Examples of relevant previous assignments and at least two relevant work sample, e.g. a final evaluation report or a relevant innovative evaluation product.
- The financial part includes a proposed budget for the complete evaluation (plus the respective VAT, if applicable). It should include information on the fees per working day and the number of working days, ideally by evaluation stage. Any other expected costs (e.g. visa costs, costs for logistics, costs for workshops) should be clearly indicated. All prices shall be quoted in USD $ and budget not exceeding 10 thousand dollars.
- Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number).

- Soft copies of relevant documents will be provided by Welthungerhilfe
- Welthungerhilfe staff will facilitate community entry and contacts to interviewees
Please note that the proposals received will be assessed according to the following key criteria:
SELECTION CRITERIA
The evaluation of the proposal shall be done in two stages:
• Technical evaluation: 80 %
• Financial evaluation: 20 %
During the first stage, the technical part of the proposal will be evaluated and rated out of 100.
