Terms of Reference Call for Enumerators – South Lebanon Saida

1.  Right To Play International

In Lebanon, RTP responds to declining psychosocial well-being, learning loss, and the need for enhanced youth leadership. It emphasizes localization of expertise, supports marginalized communities, and strengthens early childhood care and education. RTP’s work spans across different regions of Lebanon, reaching both refugee and host communities in urban and rural settings. Its interventions are delivered through schools, community centers, and youth groups, ensuring that children and young people have access to safe, inclusive, and supportive spaces.  

2. Program Overview

This call for enumerators covers a range of projects implemented by RTP in Lebanon in partnership with local and international actors. These projects span across sectors such as education, child protection, youth leadership, and social cohesion, and are implemented in different regions of Lebanon with both refugee and host communities. The work focuses on improving psychosocial well-being, addressing learning loss, strengthening community resilience, and supporting inclusive and participatory local initiatives.

3. Objectives of the Consultancy

The objective of this call is to recruit qualified enumerators to support data collection activities across multiple projects implemented by Right To Play in Lebanon. Enumerators will be responsible for collecting quantitative and qualitative data from a wide range of stakeholders, including children, youth, caregivers, community members, teachers, coaches, and other relevant actors.

Prior to each data collection exercise, enumerators will receive training on the specific tools and approaches to be used. In addition, comprehensive preparatory training will be provided before the first assignment, covering key topics such as child safeguarding, ethical considerations in data collection, informed consent and assent procedures, data protection and confidentiality, referral pathways, gender- and conflict-sensitive approaches, and interview techniques for different age groups. This ensures that enumerators are well-equipped to conduct high-quality, ethical, and safe data collection in line with organizational and international standards.

4.  Scope of Work

Enumerators will support the implementation of monitoring, evaluation, and learning (MEL) activities across multiple projects led by Right To Play in Lebanon in South governorate, Saida and nearby areas specifically. Their responsibilities will include:

• Data Collection: Conduct structured surveys, interviews, and focus group discussions with children, youth, caregivers, teachers, coaches, and community members.
• Ethical Engagement: Ensure informed consent and assent procedures are followed, and uphold ethical standards including child safeguarding, confidentiality, and respectful engagement.
• Field Coordination: Collaborate with MEL staff and field teams to schedule and carry out data collection activities in schools, community centers, and other relevant locations.
• Documentation: Accurately record responses using digital or paper-based tools and ensure timely submission of completed forms and reports.
• Reporting: Provide brief field notes or summaries of qualitative findings when requested, and flag any challenges or concerns encountered during data collection.
• Training Participation: Attend preparatory and project-specific training sessions to ensure familiarity with tools, protocols, and ethical standards.

The number of working days and locations will vary depending on project timelines and availability.

Enumerators may be engaged on a rolling basis across different assignments.

5. Payment Schedule
Payment will be processed upon finalization of the data collection per project, based on the number of surveys completed and number of days worked. The payment method (e.g., OMT, Whish, or other available options) will be communicated to selected enumerators prior to the start of activities.

6. Qualifications
• Field Research Skills: Minimum of 2 years of experience conducting data collection with youth and/or vulnerable populations in community-based settings.

• Thematic Knowledge: Familiarity with topics such as education, social cohesion, youth engagement, child protection, and civil society strengthening.
• Participatory Approaches: Experience using participatory, child-friendly, and gender-responsive methodologies in data collection and evaluation.
• Mobility: Willingness and ability to travel across different regions of Lebanon as required by project activities.

7. Proposal Application Submission
