Head of Operations - Lebanon

He/she is responsible for the smooth running of operations in the field offices.

With support from the CD and Coordination team, He/she contributes to the development of the mission’s strategy based on the geopolitical and humanitarian context and ensures its implementation on the ground once validated.

He/she coordinates the teams in the field and ensures their security and safety by upholding the security procedures and taking the lead on day-by-day security management (with support from the Country Director).

He/she (directly or through a Deputy/Prog) monitors projects.

He mobilizes the material and financial resources needed for effective program delivery and supervises the management of those resources.

He/she liaises closely with the Coordination team, ensuring alignment between program strategy, design and implementation.

Activities

Strategic Coordination and Direction

  • Monitor and analyse the humanitarian, political, cultural, social, and economic context in the designated area of operation.
  • Contribute to the development of an operational strategy, in collaboration with the Coordination team, consistent with the organization’s policies and the needs in the area, for approval by the Country Director
  • Define an action plan for implementing the strategy in the designated areas of operation.

 

Operational Relevance, Quality, and Monitoring

  • In cooperation with the Coordination teams, and eventually through a Deputy/Programmes, ensure the coordination, implementation, monitoring of programs in the designated areas
  • Oversee the relevance, quality, and consistency of programs implemented
  • Ensure that programs are executed in line with the annual operational strategy, SI’s technical standards, and donor requirements
  • Provide field inputs to ensure the relevance of the program design
  • Alert CD and Country SMT team in case of any compliance risk (Operational, logistical, financial, legal), significant delay in program implementation and propose mitigation measures

 

Resource Management

  • In collaboration with the relevant Coordination departments, propose, manage, and organize human, financial, and logistical resources in the area.
  • Ensure the mobilization of financial resources and required means to carry out the projects.
  • Guarantee efficient use of resources in the area of operation.

 

 

Security and Access

  • Be responsible for the safety of all teams and assets in their areas of operation, under the supervision of the and with the support of the Country Director.
  • Assess the security needs and support security assessments at areas of operations’ level in coordination with CD / Base Manager and country security team
  • Monitor and analyze the security situation and ensure teams under their supervision understand it clearly
  • Ensure that all newcomers in the areas of operation receive geopolitical and security briefings.
  • Ensure that all security-related documents and procedures for the areas of operation are regularly updated.
  • Ensure compliance with security protocols across their area of responsibility.
  • Maintain continuous security monitoring in the area.
  • Immediately manage and report any security incidents that occur in the areas of intervention.
  • Under the CD’s supervision, manages critical incidents within the area.
  • Support Base Managers in addressing specific access challenges faced at field level
  • Coordinate the discussion between the coordination and field teams to ensure a consistent liaison strategy

 

Internal and External Communication

  • Ensure deadlines and quality standards are met for documents produced by the field offices.
  • Maintain smooth exchanges and functional links between the coordination office and supervised teams.
  • Ensure compliance with reporting formats and procedures.
  • Regularly organize cross field offices meetings.
  • Ensure that key operational information is effectively communicated between the coordination office and the field offices.

 

Representation

  • Act as SI’s official representative in the field offices to humanitarian actors, political and administrative authorities, civil society at Governorate/Areas level
  • Support the Base Managers if need be, on specific District of Municipal level exchanges/liaison
  • Participate in humanitarian forums and relevant coordination meetings at Area level.
  • Conduct bilateral meetings with relevant authorities to ease the administrative imperatives whenever required in SI’s area of intervention and in coordination with the CD

 

Cross-Cutting Issues & Gender Inclusion

  • Ensure integration of cross-cutting priorities such as gender equity, inclusion, accountability to affected populations (AAP), and conflict sensitivity in all operational activities
  • Promote the application of Do No Harm and protection mainstreaming across all bases
  • Support awareness raising and capacity building of field teams on gender, protection, and inclusion principles
  • Foster a diverse and inclusive team environment and promote equitable practices in team management and recruitment
  • Advocate on cross cutting issues with local authorities

 

MANAGEMENT 

  • Responsible for the proper implementation of HR policies and processes to ensure that the number of people and the sum of knowledge required for the activities under their responsibility are available: 
  • Analyzes, quantifies, and qualifies the human resource needs of his team 
  • Recruits and ensures the integration of the team under his responsibility 
  • Evaluates the performance of his team members 
  • Trains and supports team members
  • Leads and communicates with his team 

 

REPORTING  

  • Ensures compliance with internal and external reporting formats and procedures. 

 

PARTNERSHIPS 

  • May contribute, in line with their role and responsibilities, to the verification of SI implementation partners 
  • May contribute to the implementation of a plan to support and strengthen SI partners 
  • May participate in monitoring the actions of partners in relation to their role and responsibilities.

INTERNAL CONTROL 

  • Responsible for the compliance of the documents he/she produces 
  • Ensures that an adequate level of control is in place in his area 

 

FILING & ARCHIVING 

  • Responsible for filing and archiving the documents they produce in accordance with internal procedures 
  • Ensures that archives are sent regularly to the coordination office by the bases in accordance with the requirements of the context 
  • Oversees the proper management of archives by base teams 

 

FIGHTING ABUSE 

  • Oversees the implementation of appropriate measures to mitigate the risk of abuse by Field Coordinators 
  • Creates and actively collaborates in the establishment of a working environment that prevents inappropriate behavior. 
  • Participates in communication about the existence of SI's ethical framework. 
  • Respects at all times the protection of information exchanged in the context of a report and its processing.  
  • Implements measures to mitigate the risk of abuse 
  • Supervise Field Coordinators in the implementation of adequate abuse risk mitigation measures at their base  
  • Contributes to the processing and follow-up of abuse reports delegated by the Country Director

Job Specifications: 

 

  • 2+ years of experience in humanitarian field operations (Field Coordinator, Area Manager, or Program Manager roles).
  • Proven ability to manage teams with consistent, quality delivery.
  • Strong background in security follow-up, incident management, and access coordination.
  • Effective coordination with HR, Logistics, Finance, MEAL, and Programs.
  • Confident in external representation with authorities and partners.
  • Solid planning and resource management (staff, budgets, logistics).
  • Works well under pressure, takes initiative, and adapts quickly.
  • Fluent in Arabic and English; available for frequent field travel.
