1 – Overview:

Amel Association International (Amel) is a Lebanese and non-sectarian NGO created in 1979. Amel works through 30 centers, 6 mobile medical units, 2 mobile education units and 1 protection unit, and for more than 40 years has supported the poorest regions of Lebanon, from Beirut and its South Suburbs to Mount Lebanon, Bekaa and South Lebanon. Amel offers accessible services for all in the following fields: food security, health, education, protection, child protection, gender-based violence, livelihood, promotion and protection of human rights, rural development

2 – Scope of work:

The consultant in close coordination with Amel’s health program and Monitoring, Evaluation, Accountability and Learning (MEAL) Team will:

• Set plan for the implementation of the Community Needs Assessments including going over the existing survey with the MEAL Team, modality of implementation per Area, Sample size and distribution per Center
• Recruitment data collectors in close collaboration with the human resources at Amel, and training of data collectors
• Follow-up on the data collection in coordination with the MEAL Team
• Analyze findings to identify service gaps and community priorities “Per Sector”
• Draft and finalize the CNA report, including recommendations “Per Sector”
• Present specific and joint findings and recommendations to MEAL and Programs team

Areas to cover:

Implementation of 3 CNAs in the catchment area of 3 primary health care centers:

• Amel Ersel PHCC
• Amel Al Ain PHCC
• Amel Mashghara PHCC

Duration

Six Months Contract

3 – The quotation must include:

Same requested specification

The number of the registration in the ministry of finance (if existing)

VAT, if applicable

Prices in USD

Delivery period

Validity of the Quotation 

4 – Required Documents:

• Company profile, if applicable
• Company registration documents, if applicable
• If your firm is not register with Amel, you should complete, sign and submit the Vendor Pre-Qualification Form “Annex B”, if applicable
• Please Acknowledge the attached “Annex C” Amel Suppliers Pact of Conduct. Offers that don't contain your acknowledgment of Amel Suppliers Pact of Conduct will result in disqualification of your offer.

5 – Payment Terms:

7 – Timeframe

Quotations and the requested papers should be submitted  on or before Friday 21/11/2025.

Kindly note that the quotation will be automatically rejected if

The bidder doesn’t send all the requested papers (mentioned in number 4).

The quotation doesn’t include the requirements (mentioned in number 3).

The quotation is received after the deadline.
