The Country Head of Operational Support is responsible for coordinating and overseeing key operational functions within JRS Lebanon, with a primary focus on procurement, logistics, and IT. This role ensures that essential support systems are efficient, transparent, and aligned with both organizational standards and donor requirements. The Country Head of Operational Support works closely with field teams, program staff, and the Finance Department to facilitate effective service delivery and enhance operational workflows.
Main Responsibilities of the Position:
1. Procurement Management:
- Support the development of consolidated and project-specific procurement plans that align with organizational goals and project timelines, in close coordination with field-based and country-based Procurement and Logistics Assistants and programmes teams.
- Supervise the implementation of procurement plans to ensure efficiency, prevent duplication, and maximize value for money.
- Ensure that all procurement processes comply fully with JRS procurement policies, adjusting internal processes as necessary to meet specific donor requirements.
- Maintain and regularly update centralized procurement and logistics tracking systems for the Country Office to ensure visibility, accountability, and timely procurement cycle management.
- Compile and analyze procurement and operational data to identify trends, measure performance, and produce reports that inform management decisions and continuous improvement efforts.
2. Asset Management:
- Maintain and regularly update a centralized asset register, ensuring accurate recording, tagging, and tracking of all assets across projects.
- Oversee the conduct of periodic physical asset verifications and reconciliations, ensuring that discrepancies are properly reported and accountability is upheld.
- Oversee asset transfers, maintenance, and disposals in line with JRS and donor regulations.
- Provide regular asset management reports and build the capacity of field logistics staff to ensure consistent application of procedures
3. IT Oversight and Coordination:
- Oversee IT support activities to ensure timely and effective resolution of technical issues across all offices.
- Oversee IT asset management by ensuring accurate recording, tagging, and tracking of all IT equipment, maintaining up-to-date inventory records, and verifying compliance with organizational standards.
4. Coordination with the Finance Department:
- Work in close collaboration with the Finance Department to ensure timely and accurate processing of procurement-related payments, budget alignment, and financial reporting.
- Coordinate with finance staff to reconcile procurement records with financial documentation, ensuring consistency between procurement actions and accounting entries.
- Participate in regular joint planning and review meetings with finance teams to monitor procurement budgets, address any discrepancies, and improve coordination between procurement and financial operations.
5. Team Management:
- Provide ongoing supervision and support to the Country Procurement and Logistics Assistant based in the Country Office and technical supervision to the Logistics Assistants in the project offices across Lebanon.
- Design and deliver tailored training materials and conduct periodic capacity-building workshops to enhance the knowledge, skills, and effectiveness of procurement and logistics staff.
- Offer individualized coaching and professional development support to procurement staff to promote continuous improvement and ensure consistent application of procurement standards and procedures.
Qualifications, Skills, and Attributes :
- Bachelor’s degree in business administration, or related field.
- Minimum of 5 years of procurement and logistics experience, preferably in humanitarian or development settings.
- Strong understanding of international donor procurement regulations.
- Proven experience managing a team.
- Strong leadership skills.
- Strong attention to detail and excellent organizational skills.
- Strong problem-solving skills and the ability to manage sensitive employees matter confidentially.
