Rapporteur for WE’AM Roundtables

Oxfam in Lebanon and the WE’AM team are looking to recruit a rapporteur to be present during up to three events, report the main findings and produce a clear paper that summarizes the discussions and recommendations, and that can be formally disseminated with the Consortium’s networks.

Interested candidates are invited to submit:

  1. CV of rapporteur/group of rapporteurs who will take on the described assignment
  2. Two to three samples of previous roundtable reports (or those for similar activities)
  3. Financial offer detailing the tasks to be undertaken as well as the total cost for producing 1 report per roundtable. As mentioned before, this assignment will cover up to 3 roundtables implemented all over Lebanon, between mid-November 2025 to end of February 2026
  4. Brief motivation letter reflecting the applicant’s interest in the assignment, and the relevancy of their skills and experience

Oxfam, in partnership with Right to Play, SHiFT and ALEF, is implementing a European Union-funded project titled “Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon – WE’AM.” The project is being implemented between March 2023 and February 2026 in Lebanon. WE’AM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams:  addressing drivers of tensions at the community level; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into programming.

The partners operate in a total of 12 geographical localities, in Akkar, the North, Beirut, Mount Lebanon, Baalbek and Saida.

The current Terms of Reference document details the tasks of a rapporteur, being recruited by Oxfam in Lebanon for up Roundtables are part of the project’s third outcome, namely “EU-supported local development programming is informed by community-based, participatory, social cohesion approaches”. As per the project design, this activity follows (1) the development of a CPT* perception survey and its activation in the targeted project areas, (2) the production of regular quarterly perception reports resulting thereof, (3) hosting of local level townhall meetings to discuss the findings of the CPT perception reports, and (4) the development of policy briefs. Policy briefs will be developed by ALEF [also leading on all mentioned activities] based on the resulting locally driven recommendations. 

 

Oxfam will organize six national roundtables during the project’s lifetime. The purpose of roundtables will be two-fold: to share knowledge, lessons and experience and to inform programming, advocacy and decision-making with real-time, organic data. The focus will be on integrating and mainstreaming community-driven recommendations on drivers of community-level social cohesion into ongoing EU-supported local development projects and policy work. This will contribute to shaping policies that respond to the work and findings for immediate action and longer-term recommendations for change.

*The CPT refers to Community Perception Tracker, a tool developed by Oxfam and used to collect unsolicited perceptions as they are heard by NGO personnel during their daily work activities. All perceptions are recorded after collecting the consent of their owners. In the framework of WE’AM, perceptions are mostly related to issues related to or affecting social cohesion and social tensions.

The specific tasks include:

-           Attend meetings with Oxfam Project Manager to discuss each roundtable and its focus areas

-           Physically attend each roundtable. These events are organized all over Lebanon

-           Draft summary report – as per the outline agreed on with the Oxfam Project Manager

-           Modify, correct, and produce the final report – based on Oxfam team’s feedback. Oxfam holds the right for 3 rounds of comments

-           Provide Oxfam team with a detailed list of attendees (based on attendance sheet) to be annexed to each roundtable report to three Roundtables under the WE’AM project.

The consultant/group of consultants will be expected to collaborate with the WE’AM Project Manager for the accomplishment of the described assignment and present the requested report by no later than 8 working days after each roundtable date.

The company/ individual(s) should have the following competencies:

Essential

  • Proven experience in drafting high-quality reports, meeting summaries, or roundtable documentation, with the ability to capture key discussion points, recommendations, and outcomes clearly and accurately.
  • Demonstrated experience documenting multi-stakeholder events, such as roundtables, workshops, policy dialogues, or community consultations within the NGO, development, or humanitarian sectors.
  • Proven capacity to manage the full reporting cycle, including attending events, synthesizing complex discussions, structuring findings, and producing polished written outputs within set deadlines.
  • Previous collaboration with Oxfam or other NGOs.
  • Ability to deliver under tight deadlines and collaborate with multi-stakeholder teams.
  • A strong knowledge of the Lebanese context.
  • Fluency in Arabic and English.

Desired

  • Experience working on projects related to social cohesion, local governance, conflict sensitivity, or community engagement, preferably in Lebanon.
  • Familiarity with gender-sensitive, conflict-sensitive, or rights-based programming.
