Project Background

Within the framework of the project “Strengthening the Resilience of Vulnerable Women, Young Adults, and Men in Lebanon through Livelihood Improvement and Increased Food Security,” funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented in partnership with Johanniter and in coordination with the Municipality of Sidon, NABAA is rolling out an activity focused on enhancing local fishing livelihoods. To operationalize this, NABAA will establish a Framework Agreement for the supply of boat equipment and fishing tools, which will be distributed to targeted beneficiaries to amplify their fishing capacity, drive productivity, and ultimately boost household income. Under this agreement, up to 160 complete kits may be procured and delivered over the next three months.

Scope of Supply

NABAA hereby invites qualified suppliers from the local market to submit sealed bids for the provision of Boat Equipment (Fishing Tools & Supplies). Bidders are required to provide unit prices for all items listed in the Bill of Quantities (BOQ). The project targets up to 160 beneficiaries in the fishing sector, and their needs may vary. Accordingly, the final quantities of each item cannot be fully determined at this stage, as the detailed needs assessment is still ongoing. Not all beneficiaries will receive the same items; instead, each will receive support based on their verified individual needs, while ensuring that all beneficiaries receive an equivalent budget allocation.  To ensure fairness, transparency, and smooth implementation, bidders should note the following:

Unit Price Basis

Financial evaluation will be conducted based on the competitiveness of the unit prices submitted for each item. Estimated quantities, where applicable, will be used for evaluation purposes only.

Scope of Supply and Supplier Commitment

The awarded supplier will be required to supply any items listed in the BOQ, regardless of the final quantities. Bidders must ensure they have the capacity to provide and deliver all listed items, even if quantities increase during implementation.

 

Variation in Quantities

The Contracting Authority reserves the right to adjust the final quantities in accordance with actual program requirements and budget availability, without any claim for additional compensation from the contractor.

 

Beneficiary Needs-Based Distribution

Final quantities and item combinations will be determined according to the specific needs of each beneficiary. Therefore, the composition of the supply may differ from one beneficiary to another.
