Rehabilitation the water filtration systems and installation of solar system in Hmairi, South Lebanon

SPECIFICATION OF GOODS REQUIRED
  1. The contractor should install a solar system for the water filtration point in Hmairi, South Lebanon. The PV solar panels will be mounted on the reinforced concrete slab of the municipality building, located directly behind the water filtration point. The system will provide sustainable and reliable power to operate the filtration unit, ensuring continuous access to safe drinking water for the community. PV modules, 600 Wp or higher mono PERC (frame, junction box, MC4)

 

  • Manufacturer must be one of the worldwide renowned solar manufacturers, Tier 1
  • Power tolerance: 0–3%
  • Module Efficiency: higher than 21%
  • Cell type: N type Mono-crystalline
  • Dimension: 2465x1134x35mm
  • Frame: anodized aluminium alloy
  • Operating temperature: -40°C to +85°C
  • Relevant codes and standards: IEC 61215, EN/IEC 61730, IEC 62716, IEC 61701, IEC 60891 ed2.0, IEC 60904, NL 137. Produced in ISO 9001 and ISO 14001
  • Qty: 18 PV Pannels.
  1. Supply and connect DC cables from PV to the Inverter.

 

  • Cables shall be of high quality and UV, heat, cold, water, oil, and abrasion resistant.
  • All cables shall be protected and insulated.
  • Voltage rating: 600/1000V.
  • Official manufacturer certifications must be achieved and submitted for the following: TUV, ROHS, CE, class 5, IEC 60228. Manufactured according to the international standard EN 50618-H1Z2Z2-K.

  1. Supply and install high quality hybrid solar inverter of 6kW

     

     

     

Supply, install, test and commission of minimum 6kW Hybrib Solar inverter, overload/short circuit protection, built-in MPPT solar charge controller, with all the needed accessories (AC/DC breakers,...).
The Hybrid inverter should have all the technical requirements for connecting to the Grid and provision of Intentional Islanding with facility for connecting to a battery bank.
The Hybrid inverter shall include appropriate self-protective and self-diagnostic feature to protect itself and the PV array from damage in the event of inverter component failure or from parameters beyond the inverter’s safe operating range due to internal or external causes.

  • MPPT: 2, each 1 string, MPPT range 40–560 V, supports up to 13 kWp PV.
  • AC: 6 kW output, supports 154–276 V, 45–65 Hz, up to 27.3 A.
  • Efficiency: max 97.7%, European 97.3%.
  • Battery: supports 80–460 V, 6.6 kW charge/discharge, 30 A max.

Installation shall be conducted in accordance with approved standards, as per manufacturer’s recommendations, and to the satisfaction of Oxfam Engineer.

 

  1. Supply, install, test and commission of galvanized metallic support structures, G90 type, with all needed accessories for a complete installation.
  • Support structures mounting arrangements should comply with applicable building codes, regulations and standards to ensure the best efficiency.
  • Particular attention should be given to wind loads on the PV generators and their structures so that they withstand winds up to 120 km/h, (thickness and details of the steel structures to be validated by Oxfam Engineer).
  • Installation works shall be carried out in accordance with approved standards, as per the manufacturer’s recommendations, and to the satisfaction of Oxfam Engineer.
  • Tilt and orientation of PV must be optimized for maximum efficiency depending on the geographical location.

     

  1. Supply, install, test and commission of a lithium battery bank with at least 15 kWh nominal autonomy with all needed connections to the PV system.
    Battery shall be of brand-new origin and not refurbish.
  • Battery Chemistry: LiFePO4
  • Installation shall include fuse/breaker protection on each polarity & monitoring system and all required accessories such as controls, wires, etc.
  • Cycle Life: ≥6000 cycles
  • Nominal Voltage: >50V

In case the battery is not wall mounted, a heavy-duty galvanized steel stand shall be provided.

  1. Supply, install, test and commission of surge arrestors, circuit breakers, fuses, electrical boards, etc.
    General electrical protection equipment (usually installed in the main AC/DC distribution panels of the solar system). Includes; Surge arrestors (Type 1+2 for lightning and switching surges), Circuit breakers (AC and DC side) Fuses (string protection, battery protection), Electrical boards (distribution boards, enclosures, etc.), EU origin or equivalent

  • PV Combiner box with DC Type II SPD, string fuses, DC isolator
  • AC distribution board with inverter output breaker (size per inverter), AC SPD Type II, RCD/RCBO as local code
  • DC/AC surge arrestors (Type 1+2 AC and Type 2 DC), earthing rods

 

  1. AC cables & conduit (inverter to DB and loads):

 Sizing per current; include conduit

 

  1. Supply, install, test and commission of earthing and lightning system

     

     

     

  • Supply, install, test and commission of earthing system as per technical specifications. All PV panels frames, mounting structure, cable trays & all PV equipment and metallic structures on roof should be properly earthed.
  • Copper rods, tap-clamps, earthing pits (earthing cable, earthing rods, clamps, interconnection wires, earthing pits and all system accessories) as would be needed to get a maximum of 5 Ohm.
  • Supply, install, test and commission of a lightning protection system covering the total area of the PV field (maximum resistance of 5 Ohm)

 

  1. Final commissioning of the solar power system with 1 year after-sales services
  • The contractor shall provide 1 years warranty of the system
  • The contractor shall submit as-built drawings
  • The contractor must submit Operation and Maintenance Manual
  • Any element installed in the scope of this project should be clearly referenced and labelled.

 

  1. Supply & install Stainless Steel Communal Tap / Faucet
  • Material: corrosion resistant, safe for drinking water
  • Type: lever-type faucet (easy to use, reduces water waste)
  • Heavy-duty spigot designed for continuous public use
  • Sometimes lockable taps are installed to prevent misuse
  • Quantity 4 and Size: 0.5 inch
  1. Supply & install two Solar LED projector light for the filtration point

     

     

     

  • Requirements: 10,000 lm LED floodlight (≈50 W), 4,000 K, PIR motion, IP66, stainless.
  • 1 × 50 W PV panel.
  • 1 × 12 V 40 Ah battery (AGM or LiFePO4 option); MPPT charge controller.

  1. Flushing and Cleaning of Tanks
  • Clean and sterilize 3 plastic water tanks of 2000L capacity. Tanks shall be discharged and cleaned with disinfectants.
  1. Supply of Chlorine Tablets
  • Chlorine Water Purification Tablets for cleaning and disinfecting water reservoirs and filtration system components .Tablets to be composed of Sodium Dichloroisocyanurate (NaDCC) or equivalent, providing effective microbial control and removal of biofilm, as per manufacturer’s instructions and safety standards.

 

Additional Supplier Obligations:

 

  • the supplier’s relationship will be directly with Oxfam staff.
  • Oxfam staff will be responsible for inspecting and confirming the delivery and completion of the project.
  • Oxfam reserves the right to increase or decrease quantities at the same unit cost.
  • Any item not complying with the technical specifications will be rejected.
  • The supplier shall submit comprehensive datasheets meeting all minimum requirements.
  • The supplier shall provide warranty document or letter for the entire system.
  • Oxfam will inform the supplier of the exact date for project implementation and delivery.
  • If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
  • Oxfam requires that all bidders attend a mandatory site visit before submitting their tenders. The site visit will be organized and scheduled by Oxfam, and confirmation of attendance will be required as part of the bid submission package.
