Duty Station: Hybrid, Beirut Office with extensive travel to Hasbaya, South Baalbek, and Beqaa

1. Background

The Berghof Foundation is a German international NGO working globally on peacebuilding, conflict transformation, and inclusive governance. In Lebanon, Berghof partners with municipalities, civil society organisations, and local actors to strengthen participatory local governance and build trust between citizens and institutions.

Under the ACE programme, the Inclusive Local Governance & Vertical Social Cohesion project aims to:

  • Support municipalities to adopt more inclusive and participatory practices.
  • Facilitate spaces where citizens and municipal actors can jointly deliberate and plan.
  • Enhance vertical social cohesion by improving dialogue and accountability between residents and local authorities.

The project has been implemented across multiple municipalities and regions in Lebanon through local committees, participatory activities, training, and public hearings. The final implementation phase (January–April 2026) will focus on 11 remaining municipalities in Hasbaya, South Baalbek, and Beqaa, culminating in a closing event.

Berghof seeks a Communications & Field Media Producer to document activities, create a visual narrative, and support communications around the closing event.

2. Purpose of the Consultancy

The consultancy objectives are to:

  • Document activities in the 11 remaining municipalities.
  • Cover approximately 2–4 public hearings.
  • Produce high-quality photos, reels, and videos for communication, learning, and archives.
  • Support communications preparation and rollout for the closing event.
  • Produce a full-process documentary video covering all project municipalities.
  • Document and produce a video of the closing event.
  • Produce a short video introducing the Berghof team in Lebanon.
  • Deliver all raw footage alongside edited outputs in an organized manner.

3. Scope of Work

A. Field Documentation (11 Villages)

The consultant will travel to Hasbaya, South Baalbek, and Beqaa to document:

  • Training sessions and community activities.
  • Public hearings.
  • Municipal–citizen interactions and dialogue processes.
  • Testimonies and reflections from community members, municipal representatives, youth, and women.
  • Contextual and environmental shots.

Outputs per visit:

  • High-quality photo sets (7–10 edited photos per visit).
  • Short clips and b-roll for reels and documentary integration.
  • Testimonial footage (short interviews or soundbites).

B. Full-Process Documentary Video (3–5 minutes)

Deliver a documentary to screen at the closing event:

  • Include footage from past municipalities (archive or complementary footage).
  • Cover all 11 remaining villages.
  • Include 1–2 testimonials per region.
  • Show participation, engagement, shifts in trust, and municipal dynamics.
  • Integrate interviews, b-roll, and archive material into a conflict-sensitive narrative.

C. Closing Event Documentation & Communications Support

Pre-event:

  • Support invitations, reminders, and social media announcements.
  • Coordinate with Berghof on communication flow, branding, and visuals.
  • Prepare visual material for the event and online.
  • Assist with scripting and planning visual assets to be showcased.

Event day:

  • Photograph and film the event.
  • Record key quotes, interactions, panel discussions, and informal exchanges.

Post-event:

  • Produce a closing event video (1–2 minutes).
  • Provide an edited photo set and raw footage.
  • Support social media rollout with visuals and suggested copy.

D. Additional Videos & Reels

  • Berghof Team Video: 2–3 minutes, introducing the Lebanon team and projects.
  • Social Media Reels: 3–6 reels (15–60 seconds each) documenting village activities, public hearings, and stories of change.
  • Raw Footage Delivery: All raw footage delivered in a clearly labelled folder structure.

4. Deliverables

Field Documentation:

  • 11 village visits and 2–4 public hearings documented.
  • 7–10 edited photos per visit, testimonial recordings, and raw content delivered.

Video Deliverables:

  • Full-process documentary (3–5 min).
  • Closing event video (1–2 min).
  • Berghof team video (2–3 min).
  • 3–6 social media reels.
  • Event photography coverage.

Communications Deliverables:

  • Invitation and communications support for the closing event.
  • Pre-event social media inputs.
  • Post-event content package with photos, videos, and suggested captions.

5. Timeline & Level of Effort

  • Consultancy: January – April 2026.
  • Approx. 15–20 field days plus additional editing, production, and communications days.
  • All final products due by 30 April 2026.
  • Work is intermittent based on Berghof’s activity schedule.

Indicative Tasks & Duration:

  • Field documentation: 11–15 days
  • Public hearings: 2–4 days
  • Editing village/public hearing content: 6–8 days
  • Documentary scripting & production: 6–8 days
  • Pre-event communications: 3–4 days
  • Event coverage: 1 day on-site
  • Event editing: 2–3 days
  • Berghof team video: 2–3 days
  • Social media reels: 3–4 days
  • Final consolidation and delivery: 1–2 days
  • Total LOE: ~36–48 days

6. Requirements

Technical Skills & Experience:

  • 3–5+ years in photography/videography.
  • Experience with community workshops or public meetings.
  • At least 1–2 projects in development, governance, or humanitarian contexts.
  • Editing proficiency (Adobe Premiere Pro / Final Cut Pro, Lightroom, Photoshop).
  • Ability to produce reels, short videos, and documentary-style films.
  • Storytelling skills to create human-centered, conflict-sensitive narratives.

Fieldwork & Logistics:

  • Willingness to travel to Hasbaya, South Baalbek, and Beqaa.
  • Independent work in rural, community-based contexts.
  • Manage equipment, lighting, sound, and backup storage.

Communications & Event Skills:

  • Draft invitations, captions, and social media posts.
  • Plan event visuals and coordination.

Deliverable Management:

  • Timely delivery of raw and edited content.
  • Organized folder structure and labeling.
  • Backup and file management.

Soft Skills:

  • Professionalism, sensitivity, and ethical awareness.
  • Strong communication, reliability, and problem-solving.
  • Proficiency in Arabic and English.

Equipment Requirements (Mandatory):

  • DSLR/mirrorless camera, professional lenses.
  • 4K video camera, stabiliser/gimbal, microphones, tripod, portable lighting.
  • SSD hard drives, SD cards, editing workstation for 4K export.
