TVET Project Manager

JOB OVERVIEW

The TVET Project Manager leads Anera’s strategic engagement with TVET institutions in North Lebanon. This role is pivotal in strengthening institutional capacities, coordinating with the Ministry of Education and private sector partners, and ensuring high-quality field implementation. The position bridges institutional development with tangible labor market outcomes, contributing directly to Anera’s education-to-employment vision.

KEY RESPONSIBILITIES

A. Technical Responsibilities

  • Conduct comprehensive assessments of partner TVET institutions, including curricula, teaching quality, instructors’ qualifications, assessments/tests, training facilities and equipment.
  • Develop TVET capacity-building action plans informed by assessments, policy priorities, and Anera’s strategic framework.
  • Oversee and ensure the timely, effective, and compliant implementation of project activities across partner TVET schools.
  • Align TVET initiatives with Anera’s Workforce Development Program to strengthen employability pathways, cash-for-work programs, and youth job placement.
  • Provide technical guidance to TVET institutions to improve teaching methodologies, curricula relevance, and training delivery.
  • Ensure documentation of all technical interventions, including assessment reports, training improvements, and measurable outcomes.
  • Promote inclusion and quality standards in training, including gender, nationality, and disability considerations.

B. Managerial Responsibilities

  • Supervise and coach the TVET Field Officer and Field Assistant to ensure quality monitoring, reporting, and continuous performance improvement.
  • Establish and maintain strong partnerships with TVET management, teaching staff, administrative teams, and external stakeholders to strengthen governance and institutional systems.
  • Convene and lead coordination platforms with TVET institutions, private sector partners, municipalities, and other education/livelihood actors to promote collaboration and policy coherence.
  • Guide and validate data collection, monitoring, and evaluation processes to support evidence-based decision-making and adaptive management.
  • Represent Anera in technical working groups, policy dialogues, and external forums when delegated.
  • Ensure safeguarding, accountability, and visibility standards are upheld across all activities.

QUALIFICATIONS and COMPETENCIES

  • Bachelor’s or Master’s degree in Education, Development Studies, Project Management, or a related field.
  • Minimum 5 years of progressively responsible experience in project management, education reform, or institutional development, preferably within the TVET sector.
  • Proven success in leading teams and coordinating with ministries, NGOs, and private sector actors.
  • Strong understanding of Lebanon’s TVET ecosystem, labor market dynamics, and private sector engagement strategies.
  • Experience managing donor-funded projects (e.g., UNICEF, KfW, EU) with familiarity in reporting and compliance standards.
  • Leadership and Strategic Management: Ability to lead complex projects, inspire teams, and ensure high performance under pressure.
  • Analytical and Results-Oriented: Capacity to design, monitor, and evaluate institutional change initiatives with measurable outcomes.
  • Partnership and Communication: Excellent skills in building trust and collaboration among ministries, schools, private sector, and communities.
