Background
Established in 1968, Anera is an international non-profit non-governmental organization that helps refugees and others hurt by conflicts in Palestine, Lebanon and Jordan live with purpose and hope.
Anera, which has no political or religious affiliation, works on the ground with partners in Palestine (West Bank and Gaza), Lebanon and Jordan. Anera mobilizes resources for immediate for sustainable, long-term health, education, protection and economic development. Its staff serve in their communities, navigating the politics that constrict progress to get help where it’s needed most.

Anera in Lebanon
Anera has delivered assistance in Lebanon since the 1970s. Following the 2006 conflict on Lebanon, it scaled up its operations. Since 2012, Anera has grown exponentially, to answer the needs of all vulnerable populations in Lebanon, including Syrian refugees and their host communities, Palestinians Refugees and Palestinian Refugees from Syria. Since 2019, Anera has continuously adapted to serve beneficiaries affected by the economic and financial meltdown, the August 4, 2020 Beirut Blast, the Covid-19 pandemic and the most recent conflict that Lebanon continues to face.
In the last two years, Anera has implemented a portfolio of around $20 Million per year, and has worked with national Health partners to distribute more medication and medical products worth over $100 Million. It is primarily active in the following sectors:
- Youth Programming, including Workforce Development (competency-based training, life skills, paid job placements and employment), Support to Microentrepreneurs (through business start-up grants and microloans) and Volunteerism (Anera manages the Ministry of Social Affairs-owned “Nahno Volunteers” platform
- Economic Development, including Agriculture (support to farmers with training, seeds and equipment to manage rooftop gardens and greenhouses), Support to Small and Medium Enterprises (namely in the agrifood sector), and Renewable Energy (installation of solar systems for municipalities, public entities such as schools and primary health care centers, and private entities that provide education and health services)
- Health and Medical Donation, focusing on systems strengthening, support to primary health care centers, assistance to persons with disability, and working with the Ministry of Health, public and private hospitals and other health actors to provide them with medical supplies and equipment
- Protection and Gender, focusing on the prevention of early marriage and child labor, as well as gender equity and SGBC.
In addition, Anera responds to humanitarian emergencies, leveraging its human resources (100+ staff), wide geographic anchorage and technical expertise to provide basic assistance (cash transfer programming, hot meals, bedding kits, etc.), as well as WASH services.
Anera adopts a highly localized approach, working with a wide range of national partners, and investing in their long-term capacity development and empowerment.
Description of Services and Scope of Work
Anera is seeking the services of a highly experienced strategist to support it in the development of its-three year country strategy and high-level action plan. Key activities include:
- Contextual Assessment: Analyze Lebanon’s humanitarian, political, social, and economic context, and identifying main humanitarian needs and gaps in service provision, in light of the changing donor landscape and developments in the region, namely Syria. The consultant is encouraged to conduct consultations with governmental bodies, UN agencies and experts.
- Desk Review and Analysis: Conduct a thorough review of key internal documents (project documents, reports, evaluations, etc.) and external documents (humanitarian response plans, national development frameworks, etc.)
- Internal Consultations: Hold meetings with members of Senior Management, Area Managers and Program Managers, as well as any other meetings needed
- Workshop Facilitation: Design and lead a strategy formulation workshop with key staff to define Anera Lebanon’s strategic orientation, develop a country-level theory of change, and establish a results framework with clear strategic objectives and indicators.
- Strategy Drafting: Lead the drafting of the country strategy document, integrating inputs from all stakeholders, building on Anera’s capacity, and ensuring alignment with humanitarian needs.
- Action Plan Development: Develop an accompanying short-term and medium-term implementation workplan, including clear operational directions, key decision-making points, and resource requirements.
- Validation and Finalization: Review and integrate feedback and comments from senior management, finalize the document and conduct a final validation meeting.

Qualifications and Experience
- Advanced university degree in international development, humanitarian assistance, political studies, international affairs, sociology or any other related field.
- A minimum of 15 years of relevant experience, including 12 years of experience in in strategic planning, program management, monitoring and evaluation, and policy development within the humanitarian sector.
- Strong analytical, research, facilitation, and writing skills are essential, along with a good understanding of humanitarian coordination mechanisms and principles.
- Language: Full professional fluency in English and Arabic
