Call for Consultant: Capacity-Building Training Delivery
Background
This call is issued under the Green Forward Programme, funded by the European Union and implemented by SPARK in partnership with Business Incubation Association in Tripoli (BIAT).

BIAT is a Lebanese non-profit organisation dedicated to supporting entrepreneurship, MSME growth, and local economic development. Through business incubation, capacity building, access to finance, and ecosystem strengthening, BIAT works to stimulate job creation, enable innovation, and build resilient economic opportunities across Lebanon.
About SPARK
SPARK is a Netherlands-based international NGO that develops higher education and entrepreneurship programmes enabling young people, particularly women and refugees, to access opportunities to study, work, and grow their own businesses in fragile and conflict-affected communities. With over 25 years of experience, SPARK has become a sector leader in higher (vocational) education, entrepreneurship, and MSME development, supporting ambitious individuals to lead their societies toward stability and prosperity. Its mission is to develop higher education and entrepreneurship so that ambitious people can contribute to post-conflict recovery, and its vision is to remain a leader within this niche globally.
The Green Forward Programme
The programme aims to strengthen Business Support Organisations (BSOs) as ecosystem enablers, bridging the gap between policy frameworks and small and medium enterprises (SMEs) to accelerate the transition toward a green and inclusive economy. The action promotes innovative green business models and fosters collaboration between stakeholders to support sustainable development.
The programme delivers two main outcomes:
Outcome 1: Strengthened capacity of regional networks of existing BSOs and related associations.
Outcome 2: Strengthened knowledge and capacity of BSOs and related associations in the Southern Neighbourhood region on green business and Sustainable Consumption and Production (SCP).
Objective of the Assignment
The assignment consists of developing and delivering in-person training workshops under specific thematic topics.
The consultant should only apply to 1 topic aligned with their specialty. More than one consultant will be contracted to cover the full scope.
Scope of Work
For the selected training topic, the consultant will:
- Prepare the training agenda and materials
- Deliver an in-person training session (1 day)
- Prepare pre/post assessments aligned with the KPIs provided
- Facilitate practical application exercises
- Submit a training report
- Ensure that the training is delivered according to the KPIs that will be provided by BIAT/SPARK for each training topic
Note: KPIs and expected outputs will be shared in an annex at a later stage.
Training Topics
Pathway A – General Capacity Development
- Topic 1: Impact measurement and reporting
- Topic 2: Circular economy integration
- Topic 3: Fundraising and donor engagement
- Topic 4: Strategic storytelling and visibility
Pathway B – Advanced Organizational Themes
- Topic 5: Sustainability integration using Doughnut Economics
- Topic 6: Theory of Change and KPI mapping
- Topic 7: Governance and organizational systems
- Topic 8: Financial projections and donor pipelines
- Topic 9: Mentorship system design and export readiness
- Topic 10: Three Horizons strategic framework
Expected Deliverables
For each selected training topic:
- Training agenda and materials
- Pre/post training assessment
- Delivery of training session according to defined KPIs
- Final training report
Duration
Training will be delivered during December 2025 – January 2026.
Qualifications
- Proven expertise in the selected training topic
- Experience in EU-funded programmes or with BSOs support initiatives is required
- Minimum 5 years of experience in professional training delivery
- Experience in sustainability, entrepreneurship, or organizational development
- Strong facilitation and communication skills
- Fluency in Arabic and English
Evaluation Criteria
Technical Evaluation – 60 percent
- Relevant expertise in the selected topic
- Strength of methodology
- Alignment with assignment objectives
- Evidence of past work
Interview – 20 percent
- Delivery approach
- Adaptability and communication
Financial Proposal – 20 percent
- Cost-effectiveness
Notes
- Only individual consultants are eligible. Firm applications will not be considered.
- Only the top three applicants based on the technical evaluation will be invited to the interview stage.
