Project Coordinator – Part Time

SKOUN is a Lebanese, non-profit, non-governmental organization and one of the first outpatient facilities that provides accessible treatment, education, and protection for all people who use drugs while maintaining its values regarding inclusion, accessibility, integrity, and dignity.

For 20 years, SKOUN has been caring for the most vulnerable populations in Lebanon and strives to ensure drug use and addiction are treated as primary health issues.

SKOUN aims to support the development of a community-based substance use and mental health system in line with the National Mental Health Strategy and model of care, tackling gender barriers in service access and gender biases in service provision through offering quality and gender-sensitive services to women, men, boys, girls, and gender non-conforming individuals living in Lebanon, particularly the most vulnerable groups and people at risk.

About the Project

Under the project “Empowering Lives, Transforming Systems,” a 2.5-year project funded by Agence Française de Développement (AFD) and led by Skoun in partnership with SIDC and AJEM, aims to enhance the accessibility, sustainability, and integration of harm reduction services, particularly opioid agonist treatment (OAT), within Lebanon’s public health care system. The project sustains essential harm reduction services for people who use drugs, advances evidence-based policymaking and public support for harm reduction to foster institutional commitment to the integration of OAT into the national health system, and builds resilient, community-rooted harm reduction systems by enhancing the skills of service providers and peer networks.

Objectives/Purpose

Overall, the Project Coordinator plays a central role in planning, coordinating, and monitoring the project activities, ensuring timely delivery, effective communication across partners and donor, proper documentation of progress, reports, challenges, and lessons learned, maintaining strategic alignment with the project’s objectives and supporting accountability to internal and external stakeholders 

Responsibilities for this position under the above description project:

Project Coordination & Planning

  • Support the development and follow-up of detailed implementation plans and ensure alignment among partners as well as donor requirements and guidelines.
  • Organize and participate in project related meetings; prepare agendas, minutes, and follow-up action points.
  • Coordinate internal communication and information sharing between partners.
  • Liaise with Skoun team and partners to facilitate activities in a timely and efficient manner.

Monitoring & Reporting

  • Support the MEAL team in data collection and indicator monitoring.
  • Contribute to monthly, quarterly, and annual narrative progress reports.
  • Ensure all documentation (attendance sheets, service data, visibility materials, etc.) is collected, verified, and archived properly.

Stakeholder Engagement

  • Organize coordination meetings with relevant stakeholders and working groups when needed and requested.
  • Support logistical and coordination aspects of meetings, trainings, and project’s events.

Financial & Compliance Support

  • Ensure coordination with finance teams on procurement and partner payments related to project activities.
  • Support compliance with donor requirements regarding documentation, branding, visibility, and expenditure justification.

Risk Monitoring & Problem-Solving

  • Identify challenges, gaps, or delays and propose mitigation measures in coordination with the project team.
  • Support contingency planning and adaptive management when needed.

Required Qualifications & Experience

  • Bachelor’s degree in Public Health, Social Work, Project Management, or related field (Master’s is an asset).
  • Minimum 2–3 years’ experience in NGO project coordination, preferably in health, mental health, harm reduction, or protection sectors.
  • Strong knowledge of project cycle management and donor-funded projects (experience with AFD-funded projects is an added advantage).
  • Familiarity with coordination with governmental health structures and CSOs in Lebanon.
  • Strong organizational, documentation, and reporting abilities.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
