Economic Development and Food Security (EDFS) Officer

NCA is actively recruiting an Economic Development and Food Security (EDFS) Officer. The EDFS officer is responsible to drive the design, implementation, and oversight of NCA’s economic development and food security initiatives in Lebanon. The role ensures that programs are strategically aligned, effectively delivered, and responsive to the evolving needs of vulnerable communities. By integrating evidence-based approaches, fostering innovation, and building strong partnerships with stakeholders, the EDFS Officer enhances the impact, sustainability, and accountability of NCA’s interventions.

RESPONSIBILITIES AND TASKS

Program Planning and Design

  • Lead the technical design and adaptation of EDFS projects in alignment with NCA’s country strategy and donor priorities.
  • Design and conduct need assessments, market analyses, and feasibility studies to inform project development.
  • Contribute to proposals and concept notes development, including logical frameworks, budgets, and activity plans, in coordination with the Head of Program, MEAL and national partners.
  • Ensure integration of cross-cutting themes such as gender equality, GBV sensitivity, participation and inclusion, climate resilience, and environmental sustainability in project designs.

Partnership Management and Coordination

  • Maintain strong collaboration and communication with partner organizations to ensure effective program delivery.
  • Support partners in understanding and applying NCA’s technical standards, compliance protocols, and reporting requirements.
  • Organize and facilitate regular coordination meetings with partners to review progress, address challenges, and share lessons learned.
  • Act as the focal point between NCA, partners, and relevant external stakeholders including donors, local authorities, and sector coordination platforms.

Program Implementation Support

  • Monitor and support partners’ implementation of EDFS activities to ensure adherence to work plans, quality standards, and donor compliance.
  • Provide technical expertise in areas such as livelihoods diversification, market linkages, and food security strategies.
  • Assess partners’ capacity and lead or coordinate tailored capacity-building initiatives.
  • Identify potential operational, security and programmatic risks and develop mitigation strategies to ensure safe and effective program implementation.
  • Contribute to the development of internal guidelines, and operational tools to inform NCA EDFS direct project implementation.
  • Collaborate with other departments (Finance, MEAL, Procurement) to ensure programme activities are aligned with organizational policies, processes and procedures.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Collaborate with the MEAL team to design and implement monitoring frameworks and tools.
  • Support partners in collecting, analyzing, and reporting data accurately and timely.
  • Participate in joint monitoring visits with the MEAL team to ensure the quality and impact of interventions.
  • Document lessons learned and best practices to inform future program planning and scaling.

Strategic Engagement and Representation

  • Represent NCA at relevant sectoral coordination meetings, technical working groups, and donor briefings.
  • Build and maintain strong relationships with government entities, local authorities, and key stakeholders in the economic development and food security sectors.
  • Support advocacy efforts and contribute to policy discussions aligned with NCA’s strategic objectives.

Capacity Development and Technical Leadership

  • Stay updated on sector trends, global best practices, and emerging approaches to inform program quality.
  • Provide technical support and mentoring to partners and internal teams to strengthen program design, implementation, and reporting capacities.
  • Contribute to knowledge-sharing initiatives within NCA and among partners to strengthen technical expertise and organizational learning

Administrative and Reporting Duties

  • Draft and review high-quality donor reports, progress updates, and briefing documents in collaboration with partners and internal teams.
  • Ensure proper documentation and archiving of programme-related materials, agreements, and records.
  • Monitor program budgets in collaboration with the Finance team, ensuring alignment with planned activities and donor regulations.
  • Ensure program activities comply with donor requirements, internal policies and NCA’s operational standards.
