Digital Marketing & Growth Consultant - Lebanon Innovation

Scope of Work

The consultant will be responsible for the following workstreams:

1. Digital Marketing Strategy

  • Assess the current digital structure, traffic, and online user experience of the Lebanon Innovate portal
  • Review existing social media channels and performance
  • Design a digital marketing and media plan, including:
    • Clear objectives and KPIs per channel
    • Platform and outlet recommendations
    • Ad spend scenarios and phasing (excluding actual ad budgets)
    • Content types and formats
    • Target audiences and segmentation
    • Projected outcomes per objective and platform

2. Social Media Management & Lead Generation

  • Manage and implement a lead generation-focused social media strategy
  • Platforms: Meta (Facebook & Instagram) and LinkedIn

Responsibilities include:

  • Content planning and posting on Lebanon Innovate social media channels
  • Coordination with the Communications Team on messaging and visuals
  • Copywriting and creative direction for organic and paid posts
  • Full responsibility for setting up, managing, boosting, and optimizing paid social campaigns
  • Audience targeting, campaign optimization, and performance tracking
  • Ongoing monitoring and refinement to improve reach, engagement, and conversions

Timeline:

  • Strategy design and setup: December 2025
  • Campaign implementation: January – April 2026

3. SEM & SEO

  • Assess feasibility and added value of:
    • Google Search Ads
    • Google Display Ads
  • Support campaign setup and optimization if approved
  • SEO support, including:
    • Keyword research and mapping
    • Keyword linking and on-page SEO optimization
    • Recommendations to improve organic visibility and search performance

4. Content Uploading & Portal Support

  • Support the Communications Team with bulk uploading of content to the Lebanon Innovate portal
  • Ensure proper formatting, tagging, and categorization
  • Coordinate closely with Communications and Content teams

 

Deliverables

The consultant is expected to deliver:

  • A Digital Marketing & Media Plan with KPIs, channel strategy, and projected outcomes
  • Active social media management (posting + boosting) on Meta and LinkedIn
  • Setup, execution, and optimization of paid social and SEM campaigns (ad spend excluded)
  • Monthly performance reports (reach, engagement, leads, conversions, insights)
  • SEO keyword list and on-page optimization recommendations
  • Support with bulk content uploading and portal organization

Reporting and Communication

  • Reports to: Lebanon Innovate Communications Team Lead
  • Regular coordination meetings (online)
  • Ongoing communication with Communications, Content, and Design teams
  • Clear documentation of campaign performance and recommendations

Evaluation and Approval

Performance will be evaluated based on:

  • Quality and relevance of the digital strategy
  • Effectiveness of social media management and lead generation
  • Improvement in portal traffic and engagement
  • Timely delivery and responsiveness
  • Clarity and usefulness of reporting

All deliverables are subject to review and final approval by the Lebanon Innovate Communications Team Lead.
