CP and Education Officer

Project Background

The ReStart project aims to restore and strengthen access to quality education and psychosocial support for vulnerable children in protection shelter in the Central Bekaa area. Building on Amel’s long-standing experience in education and protection, the project provides a structured, inclusive, and supportive learning environment within the shelter, combining retention support, Adapted Basic Literacy and Numeracy (ABLN), Youth BLN, life skills, Social and Emotional Learning (SEL), and recreational activities. Through this integrated approach, the project seeks to rebuild children’s foundational skills, enhance their emotional resilience, and promote a safe, nurturing space that enables them to regain stability and progress toward reintegration into society.

 

Assignment

The CP and Education officer is based in a protection shelter in Zahle. She/he works under the direct supervision of the coordination team based in the Headquarter. She/he is responsible for supervising and coordinating the implementation of education activities, ensuring compliance with project plans, quality standards, and organizational policies. The role covers staff supervision, referral pathways, coordination with stakeholders, and monitoring and reporting duties.

Task #1: Supervision

  • Coordinates with the Education coordinators and the team members to design the Schedule of Activities and its adaptation over the project’s duration;
  • Ensures the smooth implementation of the project's activities according to the planned timeline of the project and the Schedule of Activities designed collectively;
  • Be in charge of the team’s coordination with daily communication and weekly meetings;
  • Takes initiatives for improving practices among the team members with the support of the coordinators and other AMEL’s sectors (Child Protection, Gender Based Violence, Mental Health, etc.)
  • Oversees capacity-building activities for team members, ensuring proper logistics and attendance in collaboration with the Field Coordinator.
  • Supervises logistic aspects of the project, including monthly inventories, distribution of learning and recreational kits, and processing purchase requests.
  • Conducts classroom observations in line with education department procedures in collaboration with the Field Coordinator and Learning Development Coordinator.
  • Monitors curriculum implementation through educators’ planning sheets, observation visits, and reporting tools.

Task # 2 Protection:

  • Ensures adherence to the Amel’s Code of Conduct, Child protection policy, PSEAH standards and Safeguarding policies and procedures;
  • Ensures all team members follow the Child Protection Protocol at all times, including respect for confidentiality and child centered approach, acts in the best interests of the child;
  • Conducts regular safety assessments of learning spaces and activity areas, ensuring they are free from risks of harm, violence, or abuse.
  • Supports the development and implementation of child-friendly behavior management strategies that promote dignity, respect, and emotional safety.
  • Provides technical guidance to team members on child safeguarding principles and risk mitigation in daily activities.
  • Ensures that all team members maintain confidentiality and apply child-centered approaches.
  • Ensures that the team maintains accurate, confidential, and secure child protection records in line with data protection standards.

 

Task #3 Coordination

  • Liaises on a daily basis with Field Coordinator to guarantee the smooth operation of the program;
  • Collaborates closely with the shelter management to ensure high-quality project implementation and timely delivery of activities as per the workplan.
  • Ensures that all team members have a clear understanding of the different referral pathways as well as the different services provided by Amel and other stakeholders in the area;
  • Facilitates the smooth running of the internal/external referral pathways for the identified cases;
  • Participates in project’s weekly team meetings: share relevant updates and contribute actively to the internal coordination;

 

Task #4 Monitoring and Evaluation

  • Ensures the smooth implementation of the Monitoring and evaluation plan for the project. The M&E framework is designed collectively at the beginning of the project according to the indicators of the logical framework of the project. The officer is in charge of ensuring the supervision for data collection whether for quantitative information (attendance, education performance, etc.) or qualitative information (Focus Group discussion, base/end line questionnaire, etc.)
  • Ensures the Reporting every week of the activities, achievements, and challenges. The Field Officer is requested to share any relevant information that might inform the project’s implementation but also Amel’s strategy
  • Submits weekly reports to the coordinators
  • Submits other narrative reports such as Focus Group Discussion results / community events reports / distribution reports, etc.

Other Responsibilities

The Field Officer may support additional tasks and carry other responsibilities that are not mentioned above, depending on the needs of the education program.

Qualifications and Skills

  • Bachelor’s degree in Education, Social Sciences, Psychology, or related field.
  • Minimum 4 years of experience in education and/or child protection, preferably within an NGO setting
  • Strong knowledge of Child Protection principles and safe referral mechanisms.
  • Excellent interpersonal, communication, and organizational skills.
  • Strong documentation, research and report-writing skill 
  • Strong supervisory and team coordination abilities.
  • Ability to build relationships with community members and stakeholders.
  • Detail-oriented with strong problem-solving skills.
  • Proficiency in MS Office and data management tools.
  • Languages: Proficiency in English and Arabic.

Working Hours: The CP and Education Officer will work 6 days per week (Monday – Saturday) with an average of 42 weekly working hours (to be defined according to the Schedule of Activities).

Monthly Incentive:  960 USD including transportation
