Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs-based and rights-based approaches, to conflict-affected populations. PU-AMI promotes humanitarian access and dialogue with all components of civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment. Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.
1- GENERAL OBJECTIVE
Under the direct supervision of the Deputy Field Coordinator and technical guidance of the Protection & MHPSS Coordinator, the Protection & MHPSS Program Manager oversees the strategic and operational management of PUI’s Protection and MHPSS activities at base level. The role ensures high-quality and timely implementation of community-based MHPSS and protection, MHPSS and protection case management, cash assistance, GBV prevention and response activities, psychosocial support, integration of MHPSS into PHCCs, and specialized MHPSS services, while leading a multidisciplinary team and strengthening local partnerships.
2- RESPONSABILITIES AND TASKS
1.CONTRIBUTUON TO STRATEGY AND PROGRAM DEVELOPMENT
➢Contribute to the development and implementation of PUI’s Protection and MHPSS strategy, ensuring alignment with mission priorities, donor frameworks, and national systems (including MoPH/NMHP/MoSA).
➢Lead and contribute to needs assessments, context analyses, and research initiatives, ensuring that program design is evidence-based and responsive to evolving needs and protection risks.
➢Contribute to the design and development of new projects, ensuring that Protection and MHPSS components are context-specific, technically sound, and aligned with donor strategies and PUI’s country program objectives.
➢Ensure that field experience, monitoring data, and lessons learned are systematically integrated into future project design to enhance program relevance, quality, and impact.
➢Integrate community-based approaches—including CBPNs, peer-led psychosocial support, and participatory risk analysis—into program design and implementation to promote inclusion, empowerment, and sustainability.
➢Promote inter-sectoral integration and complementarity, ensuring that Protection and MHPSS strategies are mainstreamed across PUI sectors of intervention, including Health, WASH, Nutrition, Shelter.
2.PROGRAM IMPLEMENATION, MONITORING AND QUALITY ASSURANCE
➢Ensure quality and timely implementation of all activities in line with project documents, donor requirements, and PUI’s internal Standard Operating Procedures (SOPs) and activity forms, accountability frameworks, protection principles, and international standards.
➢Maintain updated project management tools in coordination with technical and MEAL teams to track outputs, outcomes, and budget utilization.
➢Ensure harmonization and complementarity between community-based MHPSS and protection, psychosocial support and case management, cash, GBV prevention and response, integration of MHPSS into PHCCs and specialized MHPSS interventions across project sites and PHCCs.
➢Coordinate the integration of protection and MHPSS components with other PUI programs (Health, Shelter, WASH, Livelihoods) to ensure holistic, multi-sectoral responses to beneficiary needs.
➢Lead regular field monitoring visits to project sites to ensure adherence to quality standards, identify operational challenges, and develop timely corrective action plans.
➢Conduct regular program review meetings with field teams, ensuring participatory analysis of achievements, challenges, and lessons learned to improve implementation efficiency.
➢Identify capacity-building opportunities for MHPSS and Protection staff, including regular training monitoring and technical supervision, to enhance service quality and ensure adherence to global standards.
➢Closely coordinate with the technical team to promote consistent application of MHPSS and protection guidelines, facilitate knowledge sharing, and integrate best practices across MHPSS, GBV and Protection interventions.
➢Ensure full compliance with PUI’s Protection from Sexual Exploitation and Abuse (PSEA), Safeguarding, and Child Protection frameworks throughout program design, implementation, and monitoring.
➢Strengthen community-based protection and MHPSS systems by supporting the identification of risks, referral pathways, and participatory mechanisms that promote inclusion, participation, and resilience among affected and vulnerable groups.
3.DATA MANAGEMENT & REPORTING
➢Oversee and ensure the quality, consistency, and confidentiality of Protection and MHPSS data management systems, guaranteeing adherence to PUI’s data protection policies, information management standards, and donor reporting requirements.
➢In collaboration with the MEAL Manager, provide technical guidance and oversight to the field staff in data collection, and verification, ensuring that data entry, case documentation, and feedback systems comply with confidentiality, informed consent, and “Do No Harm” principles.
➢Ensure timely consolidation and analysis of field data from , Kobo, or internal databases, producing accurate and coherent inputs for internal reporting, donor submissions, and coordination platforms.
➢Collaborate with MEAL and technical coordinators/specialists to ensure that protection and MHPSS indicators are effectively tracked, monitored, and reflected in monthly and quarterly reporting internal and external tools (i.e. ITT, Activity Info).
➢Lead the preparation of high-quality internal and external reports, including monthly situation reports (SITREPs), donor progress updates, and protection trend analyses, ensuring timeliness and technical accuracy.
➢Analyze protection and MHPSS data trends to inform programming decisions, risk mitigation strategies, and advocacy messages in coordination with technical coordinators and the MEAL team.
➢Ensure accountability to affected populations through inclusive feedback, participation mechanisms, and transparent communication throughout the project cycle.
4.FINANCIAL AND LOGISTIC MANAGEMENT
➢Oversee protection and MHPSS budget; ensuring accurate financial forecasting, reviewing monthly financial follow-up (FFU) report, tracking expenditure against budget, and ensure spending aligns with approved budget, PUI’s procedure and donor regulation.
➢Coordinate closely with the finance/admin department to Review and validate financial and administrative documentation received from the field teams—including attendance sheets, payment requests, activity proofs, and supporting documents for operational expenses (OVs)—ensuring accuracy, completeness, and compliance prior to submission for payment.
➢Ensure all procurement and logistical needs related to Protection and MHPSS activities are planned, coordinated, and implemented in accordance with PUI’s procurement procedures and donor requirements.
➢Ensure accurate record-keeping and documentation of financial, administrative, and logistical processes for audit readiness and internal accountability.
5.STAFF MANAGEMENT
➢Overall leadership to the Protection and MHPSS teams, including Team Leaders, Officers and Psychologists, ensuring that objectives, priorities, and responsibilities are clearly defined and aligned with project goals and donor requirements.
➢Oversee human resource management for MHPSS and Protection program staff, including recruitment, induction, performance evaluations, capacity-building, and professional development, while ensuring compliance with HR procedures and workforce planning—such as leave management, contract follow-up, and disciplinary processes—in close coordination with the HR department, technical coordinators, and Field Coordination team.
➢Foster a collaborative, inclusive, and supportive team environment, promoting adherence to PUI’s Code of Conduct, Safeguarding, PSEA, and wellbeing policies.
6.INTERNAL AND EXTERNAL COORDINATION & REPRESENTATION
➢Represent PUI in regional Protection, GBV, CP, and MHPSS coordination meetings.
➢Build and maintain strong partnerships with local authorities, and (I) NGOs in the field.
➢Coordinate internally with other sectors through attendance of base coordination meetings
➢Strengthening cross-referrals and coordination between MHPSS and protection activities as well as with other sectors, both internally and externally.
➢Actively engage in localization initiatives, identifying and mentoring local CSOs or service providers.

QUALIFICATIONS:
MANDATORY REQUIREMENTS
➢Education: Advanced university degree or above in psychology, Psychiatry, mental health, or other related field of study
➢Work experience: A minimum of 5 years, including at least 3 years in MHPSS and protection programming in a humanitarian context.
-Demonstrated experience in community-based MHPSS and protection programming, integration of MHPSS into PHCCs, and specialized MHPSS interventions. Experience with GBV programming is a plus.
-Proven track record in designing, implementing, and monitoring protection and MHPSS interventions, ensuring technical quality and alignment with IASC and national standards.
-Experience in capacity building, mentoring, and supervision of multidisciplinary teams.
-Solid understanding of humanitarian coordination mechanisms (Protection, MHPSS, GBV, and CP working groups) inter-agency standards.
-Experience in budget management, financial follow-up, and donor compliance across multi-donor projects (e.g., ECHO, UNHCR, UNICEF, EU, AFD, LHF, SIDA, CDCS) is an asset.

-Understanding financial and procurement processes, including budget tracking and donor reporting.
-Strong coordination and negotiation skills, with experience in external representation.

PUI-AMI Employment Conditions and Benefits:
Status: A Fixed-Term Contract
40-hour work week from Monday to Friday.
Monthly Gross Income: 2685 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF
Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.
