Protection Team Leader

1)GENERAL OBJECTIVE
Under the direct supervision of the Protection & MHPSS Program Manager and technical guidance of the Protection and GBV Specialists, the Protection Team Leader (PTL) oversees the implementation of PU-AMI’s protection activities in the area of operation. The PTL ensures quality, timely, and coordinated delivery of Case Management (CM) and Cash Assistance, Psychosocial Support (PSS), Community-Based Protection (CBP), and GBV prevention interventions.
The PTL supervises field protection staff, ensures adherence to PU-AMI’s Standard Operating Procedures (SOPs) and protection standards, coordinates with internal and external stakeholders, and contributes to the mainstreaming of protection, disability and gender across sectors at the base level.


2)RESPONSABILITIES AND TASKS


1.PROJECT IMPLEMENTATION & PLANNING
Plan, coordinate, and monitor the implementation of Protection, Community-Based Protection (CBP), and GBV activities across all assigned areas of operation.
 Develop and maintain weekly and monthly workplans and activity schedules for the protection team, ensuring timely achievement of project targets and compliance with program timelines.

Ensure the effective implementation of protection programming and related grants, through the preparation and monitoring of timely and accurate spending plans aligned with donor and program objectives.
Provide inputs to the MHPSS & Protection Program Manager to support the efficient utilization of budget by coordinating procurement planning, financial forecasting, and follow-up teams to ensure the appropriate and transparent resource use.
Track implementation progress against workplans and indicators, identifying challenges, gaps, and risks through regular field observation and protection analysis, and propose corrective or improvement measures to support program quality, expansion, and adaptation in coordination with the line manager.
Ensure that all stages of project implementation — from assessment, planning, and delivery to follow-up and reporting — adhere to PU-AMI’s internal SOPs, donor requirements, and national protection standards, maintaining full compliance with organizational and sectoral procedures.


2. TECHNICAL OVERSIGH & PROGRAM QUALITY
Act as protection focal point at the base level and ensure collaboration with other departments in the base to ensure protection and inclusion mainstreaming across sectoral interventions, in coordination with the GBV SW who will be supporting on the gender and GBV mainstreaming side.
Provide technical supervision and guidance to protection staff to ensure that all protection interventions are implemented in line with PU-AMI’s SOPs, protection standards, and national guidelines.
Participate in case management meetings / conferences and cash assistance committees, providing field-level technical input and follow-up, while ensuring technical validation by the Protection Specialist and payment validation by the line manager. Ensure registration of cases on RAIS.
Plan and conduct field-level assessments, monitoring visits, safety audits, and accessibility assessments to ensure interventions are evidence-based and implemented in a safe, dignified, and inclusive manner.
Coordinate with the technical specialists to ensure quality implementation of protection activities through regular field monitoring visits, observation, and feedback to staff and volunteers.
Support the development and adaptation of protection and GBV activities (such as life-skills, PSS, and awareness sessions) to ensure relevance, inclusiveness, and cultural sensitivity.
Coordinate with the Referral Officer to update service mapping and referral pathways quarterly, ensuring information remains accurate, functional, and accessible to all frontliners and ensure timely, safe, and appropriate access to assistance for persons of concern.
Support the development and adaptation of training materials, tools, and methodologies based on lessons learned, capacity assessments, and emerging needs.
Coordinate with the technical specialists to facilitate training and coaching sessions for PUI staff and partners to enhance technical capacity, ensure consistency of approaches, and strengthen integration across PU-AMI sectors.
Document and share best practices and lessons learned, contributing to continuous quality improvement and knowledge sharing within PU-AMI’s protection program.


3.PROGRAM DEVELOPMENT & QUALITY
Document and share case studies, best practices, and lessons learned from the implementation of protection stand-alone, mainstreamed, and integrated interventions, contributing to internal learning, donor visibility, and evidence-based impact reporting.
Contribute to strategic protection analysis and program development, including the preparation of needs assessments, protection risk analyses, and other strategic documents that guide program planning and adaptation.
Support program design and proposal development, contributing to the drafting of concept notes, budgets, and logframes in coordination with the Protection & MHPSS Program Manager and technical specialists.

4.DATA MANAGEMENT & REPORTING
Support the Protection & MHPSS Program Manager in maintaining and regularly updating the Protection Risk Matrix in line with project objectives, donor requirements, and emerging protection trends.
Oversee and validate data collection and documentation, ensuring confidentiality and compliance with PU-AMI’s data protection protocols – with the support from the Protection & MHPSS Program Manager will support as needed, in coordination with technical specialists.
Collect, document, and maintain accurate records of all protection activities—including attendance sheets, participant feedback, and session reports—while ensuring timely and confidential data entry into relevant databases and tools, in line with data protection standards.
Ensure timely data collection, consolidation, and reporting through Activity Info and internal tracking tools, providing accurate and coherent data inputs for internal and external reporting requirements.
Prepare and submit monthly and quarterly reports on protection and GBV activities, highlighting achievements, challenges, and trends, and support the Protection & MHPSS Program Manager in compiling donor reports and related documentation.


5.FINANCE, PROCUREMENT & HR MANAGEMENT
Prepare monthly payments for OVs / GBV Community Focal Points in accordance with approved timesheets and organizational procedures.
Ensure the protection team raises Purchase Requests (PRs) and procurement needs in a timely manner and follows up with the logistics and supply chain departments.
Contribute to budget forecasting, expenditure monitoring, and FFU analysis, reporting potential discrepancies or reallocations to the Protection Manager.
Ensure adherence to PU-AMI’s administrative, HR, and finance policies, including timesheet management, staff performance reviews, and leave planning.


6.COORDINATION & REPRESENTATION
Ensure regular communication, coordination, and information sharing within the protection team and across departments to promote protection mainstreaming and integrated programming.
Coordinate at ground level with national, local, and international actors, ensuring smooth implementation and referral collaboration.
Participate in PRT & GBV sub-national working group meetings to keep abreast of updates and ensure PUI is regularly represented in coordination mechanisms.
Support engagement and development of positive relationships with relevant stakeholders (i.e. CBOs, WROs, municipal officials, service providers) in concerned municipalities to present PU-AMI protection interventions.

QUALIFICATIONS:

MANDATORY REQUIREMENTS
➢Education: Social Sciences, Psychology, Law, International Relations or equivalent diploma
➢Work experience: A minimum of 3 years in protection programming, preferably with an (I)NGO
➢Language: Fluent in Arabic and good command of English (spoken, reading, writing)
➢Knowledge and skills:
-Strong Understanding of Protection and GBV Minimum Standards, Protection/GBV principles and PSEA.

-Good understanding of protection case management, safe identification and referral pathways.
-Experience in Community-Based Protection and capacity building approaches.
-Proven skills in team supervision, coaching, and field coordination.
-Experience in developing or using tools for data collection and reporting.
-Experienced in utilizing Activity-Info, RIMS and RAIS for reporting.
-Skilled in conducting data analysis and reporting to guide evidence-based decisions.
-Excellent facilitation, communication, and interpersonal skills.
-Good contextual awareness and community engagement abilities.
-Familiarity with budget tracking, procurement planning, and donor compliance is an asset.
-Familiarity with developing proposals, budgets, and logframes is an asset.
➢Computer skills: Proficiency in MS Office (Word, Excel, PowerPoint) and data management tools.
