Job Description:

1- GENERAL OBJECTIVE

The MHPSS Officer supports the effective implementation and quality assurance of MHPSS activities at the PHCC and community levels. The role strengthens the capacity of PHCC social workers, ensures proper data management, and contributes to the integration of MHPSS services within primary health care. The MHPSS Officer acts as a key support to the Program Manager, facilitating day-to-day follow-up, coordination, and reporting.

2- RESPONSIBILITIES AND TASKS

1. Program Implementation and Quality Assurance

  • Support the MHPSS and Protection Program Manager in ensuring that MHPSS activities at PHCCs and community levels are implemented in line with PUI frameworks, national protocols, and international standards.
  • Assist PHCC social workers and community teams in delivering MHPSS activities and ensuring quality case management aligned with PUI’s framework.
  • Support the integration of MHPSS services within PHCCs through close collaboration between PUI teams, PHCC staff, and other partners.
  • Conduct regular field visits to PHCCs and community sites to monitor progress, identify challenges, and propose mitigation measures.
  • Support in filling temporary gaps in MHPSS service provision when PHCC social workers are unavailable.

2. Data Management and Reporting

  • Ensure SWs, Psychologist and psychiatrist provide accurate and timely data, entry PHNICES, and reporting of MHPSS activities using PUI’s database/beneficiary tracking tools.
  • Support PHCC social workers, psychologists, and psychiatrists in using standardized tools for documentation and reporting.
  • Extract, analyze, and compile MHPSS data for internal reports and donor submissions as requested by the Program Manager.

3. Technical Support and Supervision

  • Provide technical guidance and on-the-job support to PHCC social workers and community volunteers to strengthen service quality.
  • Support the MHPSS specialist to facilitate case discussions, CoP, case conferences, and supervision meetings as per the MHPSS framework.
  • Support community-based MHPSS activities, including psychoeducation and awareness sessions.

4. Coordination and Representation

  • Maintain regular coordination and communication with PHCC staff (PHCC director, social workers, Nurse, psychologists, GPs, psychiatrists etc) to ensure smooth implementation of activities.
  • Support the Program Manager in representing PUI at internal and external coordination meetings when requested.
  • Contribute to needs assessments, data collection, and information sharing with partners and other stakeholders.

5. Community Outreach, Awareness and MHPSS services

  • Conduct outreach and home visits when needed, ensuring proper documentation and confidentiality.
  • Coordinate with MHPSS specialist to prepare and conduct mental health awareness, psychoeducation sessions, and MHPSS psychological interventions using approved materials and guidelines.
  • Promote and introduce PUI’s MHPSS services to institutions, centers, and community actors.

6. Reporting and Documentation

  • Ensure all case files and documentation are properly maintained, confidential, and up to date.
  • Support the Program Manager in compiling monthly quantitative and qualitative reports.
  • Contribute to lesson-learning and good practice sharing within the MHPSS team.

Additional Tasks:

The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive. The MPSS officer will implement other MHPSS_P related activities as per direction from the immediate supervisor.

3- Job Requirements:

MINIMUM REQUIREMENTS

  • Bachelor’s degree in psychology, social work, or related field (master's degree preferred).
  • Minimum 2–3 years of experience in MHPSS programming or case management in humanitarian or health settings.
  • Strong understanding of MHPSS principles, case management, and psychosocial interventions.
  • Experience working with PHCCs or community-based mental health programs.
  • Excellent communication, coordination, and reporting skills.
  • Commitment to confidentiality, ethical standards, and “do no harm” principles.

PUI-AMI Employment Conditions and Benefits:

Status: A Fixed-Term Contract 

40-hour work week from Monday to Friday.

Location: Tripoli North Base

Travel Required: Office/ Regular field visits (70% of the time) to support projects at short notice, including in Akkar and Baalbek Hermel Governorates

Monthly Gross Income:  1676 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automatically registers employees to NSSF

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.  

Insurance Medical Insurance class B for employee and spouse.

Maternity leave of 100 days

Paid Leaves Policy: 24 days of paid leaves per year
