Car Rental and Driver Hire Framework Agreement

The Humanitarian Logistics Cooperative (Hulo), on behalf of a group of international and national humanitarian organizations operating in Lebanon, is launching an open national tender for the establishment of a Car Rental and Driver Hire Framework Agreement.

The framework agreement aims to support humanitarian programs across Lebanon through the provision of rental vehicles, with or without drivers, including maintenance, insurance, and related services, in accordance with humanitarian standards and Environmental, Social, and Governance (ESG) principles. The agreement will be valid for one (1) year, renewable for an additional one (1) year.

Requests for clarification must be submitted in writing no later than 9 January 2026 at 16:00 (Beirut time). An online clarification meeting will be held on 12 January 2026, and responses to all questions will be shared with all bidders in writing.

Completed tenders must be submitted in sealed envelopes in accordance with the Instructions to Bidders and received no later than
20 January 2026 at 15:00 (Beirut time).

Costs incurred by bidders in preparing and submitting their tenders will not be reimbursed.
