Advocacy Officer

The René Moawad Foundation (RMF) is seeking an experienced and qualified Advocacy Officer to contribute to the quality and efficient project implementation and manage the delivery of the IGNITE advocacy strategy and activities in Lebanon and Jordan.

1. Background of the project
IGNITE is a consortium funded by the Agence Française de Développement (AFD) though the Support Fund for Feminist Organizations (SFFO) comprising the International Rescue Committee (IRC) and Urgent Action Fund-Africa (UAF-Africa) and the René Moawad Foundation (RMF), Inspiring Girls and Grassroots Networks for Inclusive and Transformative Education (IGNITE) project aims at empowering adolescent girls and advance gender equality in seven target countries in sub-Saharan Africa and the Middle East, namely Burkina Faso, Cameroon, DR Congo, Ethiopia, Jordan, Lebanon, and Nigeria.
The overall objective of the project is to support feminist civil society organizations (CSOs) to advance gender-transformative education and empowerment for marginalized adolescent girls, rooted in sustainable and locally driven approaches. IGNITE supports feminist and youth-led CSOs to accelerate gender equality in and through education. This will be achieved through sub-granting and collaborative organizational capacity strengthening in finance, administrative and technical areas, including research.
2. Scope of work

2.1 Advocacy Strategy and Planning
Develop and refine IGNITE’s advocacy strategy and work plan in Lebanon and Jordan, including country-specific policy change objectives.

2.2 Stakeholder Engagement and Facilitation
Lead intergenerational dialogues and consultations with adolescent girls, CSOs, and women’s rights organizations.
Establish and maintain relationships with key stakeholders (e.g., government, media, international and national agencies, advocacy networks etc.).
Support and leverage CSOs participation in local, national, and international advocacy platforms.

2.3 Policy Monitoring and Research
Monitor national, regional, and international education and gender equality policies and advocacy spaces.
Produce timely analysis, policy briefs, and mapping documents to inform advocacy priorities.

2.4 Capacity Building and Workshop Facilitation
Design and conduct workshops (online and/or in-country) to strengthen CSO partners’ advocacy capacity and skills.
Provide CSOs and consortium partners technical support on campaign planning, policy messaging, and influencing strategies.

2.5 Communication and Content Development
Translate project findings and evidence into compelling advocacy content including, policy briefs, infographics, Blogs and op-eds, short videos, social media toolkits

2.6 Media Engagement and Visibility Support
Support CSOs and consortium partners in leveraging mainstream and social media to enhance advocacy campaigns and visibility.
Identify and pursue media opportunities to amplify project messaging.

2.7 Monitoring, Learning, and Evaluation
Develop tools to track advocacy efforts and assess impact.
Collaborate with the MEL team to document impact stories and lessons learned.

2.8 Ad Hoc Support
Provide additional support to the IGNITE team as needed, including contributions to global campaigns or consortium-level activities.

3. Reporting

3.1. The advocacy officer will report to the IGNITE project Director and work closely with the consortium working groups (MEAL, communications and advocacy, Grant making and Capacity Sharing) and country teams when needed.
3.2. Regular communication and updates will be necessary throughout the employment period. The officer should be open to feedback and promptly address any inquiries or clarifications from the IGNITE Consortium. Additionally, he/she may need to participate in meetings to present the findings and recommendations.

The consultant will be required to submit the following on a regular basis:
• Advocacy Strategy Document and Action Plans for Lebanon and Jordan
• Capacity Building Materials: Agendas, presentations, toolkits, and training outlines
• Reports on Workshops: Attendance sheets, pre/post evaluations, summary of outcomes
• Stakeholder Engagement Reports: List and summaries of meetings, visits, and consultations
• Advocacy Content: Policy briefs, media content, social media packages (co-created with CSOs)
• Monthly Progress Notes: Brief updates on key activities, progress against the advocacy workplan
• Final Consultancy Report: A consolidated report including deliverables, results, challenges, and actionable recommendations for future advocacy work.

4. Ethics and Confidentiality
The advocacy officer is expected to adhere to feminist values, uphold data confidentiality, and obtain ethical clearances and consent from CSOs where relevant. All information shared by grantee partners, individual consultants, or the IGNITE with the officer will be treated as confidential and utilized exclusively for the purpose of the current employment.

5. Requirement qualification and experiences:
• Advanced degree in International Development, Public Policy, Gender Studies, or related field.
• At least 8 years’ experience in advocacy, policy engagement, or campaign strategy, preferably in education and/or gender equality.
• Proven experience working with CSOs and grassroots organizations in diverse cultural settings.
• Strong skills in workshop facilitation, stakeholder engagement, and strategic communication.
• Excellent writing and analytical skills, with the ability to synthesize complex information into clear advocacy messages.
• Experience in media engagement and social media advocacy
• Fluency in English and French mandatory.
