Terms of Reference (TOR) – Bus Transportation Services

1. Background

RDFL requires transportation services to support the implementation of project activities involving the transport of beneficiaries to and from designated training locations. The transportation service is needed to ensure safe, timely, and organized mobility of participants during scheduled sessions.

2. Objective

To contract a qualified transportation service provider to supply a bus and driver for four (4) days to transport beneficiaries according to the specified schedule and routes.

3. Scope of Work

The selected service provider will:

Provide a bus in good operational condition with a professional driver.

Ensure safe and timely transportation of beneficiaries.

Follow the agreed route including four (4) designated stops.

Be responsible for fuel, driver fees, vehicle insurance, and maintenance.

Ensure punctual arrival and adherence to daily schedule.

Comply with all safety and traffic regulations.

4. Schedule & Locations

Duration: 4 days total

Days 1–2:
Location: Beirut
Time: 9:00 AM – 3:00 PM

Days 3–4:
Location: Zouk
Time: 9:00 AM – 3:00 PM

Route:

Transportation must include 4 stops for beneficiary pick-up and drop-off (locations to be provided upon contracting).

5. Deliverables

The service provider must:

Provide transportation services on scheduled days and times.

Ensure vehicle availability without delays.

Provide a replacement vehicle immediately in case of breakdown.

Maintain communication with RDFL focal point during service days.

6. Required Qualifications of Service Provider

The transportation company must:

Be legally registered.

Have valid vehicle registration and insurance.

Employ licensed and experienced drivers.

Demonstrate previous experience in group transportation services.

7. Duration of Assignment

The contract duration is 4 working days according to the specified schedule.
