Contracting Services in Kfar dounine and Khirbet Selem, South Lebanon

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

The main objective of this intervention is:

  • Replace approximately 30 meters of deteriorated HDPE pipeline with new high-quality HDPE pipes including all needed fitting and accessories in Kfar Dounine Village, Bint Jbeil District
  • Supply and install a submersible pump for the Ksar Station in Khirbet Selem Village, Bint Jbeil District including rehabilitating the existing water station.

 

The Contractor shall perform all works related to the full rehabilitation of the water pipeline in Kfar Dounine and the supply and installation of a submersible pump in Khirbet Selem, including but not limited to:

  • Controlled excavation
  • Pipeline removal
  • Supply and installation of new HDPE pipes 110 mm
  • Installation of valves, fittings, and accessories for the two locations
  • Backfilling and compaction
  • Asphalt reinstatement
  • Supply and installation of a submersible pump
  • Testing and commissioning
  • Documentation and as-built drawings
  • Rehabilitation of existing control panel

The objective is to deliver a fully functional, leak-free, safe, and durable water network.

 

For Kfar Dounine pipeline:

    1. SITE MOBILIZATION

 

Mobilization Requirements

The contractor shall mobilize all necessary resources, including:

  • Excavators, compactors, vibratory rollers
  • Trucks for soil removal and material delivery
  • Welding machines (butt-fusion & electrofusion)
  • Surveying tools (levels, total station, tape measures)
  • Temporary storage and secure material zones
  • Safety equipment: PPE, barriers, traffic cones, steel plates, warning lights

 

Site Preparations

Contractor shall:

  • Establish site boundaries and install protective fencing
  • Prepare access routes for workers and machinery
  • Allocate safe storage for pipes, fittings, and reinforcement
  • Perform a full walk-through with the supervising engineer
  • Identify existing underground utilities with SLWE and municipality.
  • Prepare an emergency response and hazard mitigation plan

 

Traffic & Public Safety Measures

  • Install barriers, reflective tapes, metal plates at crossings
  • Assign a traffic controller/flagman for busy roads
  • Ensure 24-hour visibility of work zones with lights and signage
  • The Contractor shall set out excavation lines and depths accurately before starting works.

No construction activity may start before safety approval is granted from Oxfam engineer.

 

    1. EXCAVATION & TRENCHING

 

Asphalt Saw-Cutting

  • Saw-cut edges shall be perfectly straight using mechanical cutters.
  • Depth of cut must fully penetrate the asphalt layer to prevent peeling or cracking.
  • Removed asphalt shall be stacked separately for disposal.

 

Trench Width Requirements

  • Minimum width is 50 cm, with a preferred working width: 60–80 cm to allow adequate space for welding and compaction.

 

If utilities are encountered, trench width may be increased upon engineer approval and site requirement.

 

Trench Depth Requirements (Final average based on site requirements)

Depth layers:

  • Bedding layer: 20 cm
  • Pipe OD: 110 mm
  • Surround layer above pipe: 20 cm
  • Backfilling: suitable soil cover as per site requirements placed above the surround material (in two compacted layers).

 

Excavation Procedure

  • Excavation must proceed in segments not exceeding 25–40 meters per time to maintain safety and avoid prolonged open trenches.
  • Shoring or trench boxes must be used where soil is weak or deep.
  • The trench bottom must be leveled and free from rocks, debris, and hard objects.

 

Handling of Excavated Material

  • Contractor shall assess excavated soil quality.
  • Reusable soil shall be stored on the side of trench.
  • Contaminated or unsuitable material must be transported to a certified dumpsite.

 

    1. REMOVAL OF EXISTING PIPELINES

 

Removal Requirements

  • Remove approximately 30 m of old HDPE pipes.
  • Disconnect pipe ends carefully to avoid damaging existing fittings.

 

 

Trench Preparation

After pipe removal:

  • Remove roots, stones, debris
  • Level the trench
  • Compact any loose spots
  • Ensure trench is ready for bedding

 

    1. PIPE SUPPLY, ACCESSORIES & INSTALLATION

 

Pipe Supply

  • Diameter: 110 mm
  • Material: HDPE - PN16
  • Color: black
  • Standards: ISO 4427
  • Delivered in straight lengths or coils (manufacturer recommended)

All pipes must be new and unused, stored in shaded areas to prevent UV damage, and protected from deformation

 

Connection to Existing Water Network

Contractor shall:

  1. Locate the existing pipelines.
  2. Expose them safely by manual excavation.
  3. Clean the pipe exterior before connection.
  4. Verify size compatibility and pipe condition.
  5. Install reducers, couplers, or tapping tees as required.
  6. Perform electrofusion welding to create a leak-free joint.
  7. Coordinate shutdown times with the SLWE and municipality.
  8. Flush the line before reopening supply.

 

Bedding Layer: 20 cm

  • Must be placed uniformly
  • Compaction: light hand compaction only
  • Size should of 4.75mm-fine to small gravel,

 

Pipe Laying Requirements

  • Pipes must rest fully on bedding without voids.
  • No forced bending allowed radius per manufacturer.
  • Ensure continuous alignment.

 

Surround Layer: 20 cm

  • Must fully cover and protect pipe
  • Same material as bedding
  • Compact lightly with hand tools

 

Warning Tape

A detectable plastic warning tape is installed 30 cm above the pipe crown.

 

Welding & Jointing

Welding and jointing using electrofusion or coupling. It requires scraping the pipe surface, wiping it with alcohol, securing it with alignment clamps, and recording the barcode data. It also involves logging all welding parameters to ensure proper installation and quality control.

 

    1.  MANHOLE CONSTRUCTION

Reinforced Concrete Manholes – Internal Size: 60 × 60 × 100 cm (size may varies per site conditions), this manhole is constructed on a different network as requested by municipality in addition to copper valves and fittings

Location: location of the manhole will be agreed on site in coordination with SLWE

 

Blinding

  • blinding concrete 5–7 cm C10/C12
  • Provides clean base for manholes construction

 

Structural Concrete

  • Base slab: 15-20 cm thick
  • Walls: 15 cm thick
  • Concrete grade: C25/30

 

Reinforcement

  • Walls: Ø12 @ 20 cm both ways
  • Base: Ø12 @ 20 cm both ways
  • Minimum cover: 30 mm
  • Steel Grade: 420 MPa

 

Manhole Accessories

  • Manhole accessories include a 60×60 cm ductile iron cover heavy duty Grade A
  • copper valves of different sizes needed.
  • All fittings and valves must be EU brand and approved by Oxfam engineers and SLWE

 

Finishing

Finishing works include smoothing the internal walls, sealing pipe penetrations with mortar, and waterproofing all joints.

 

    1. BACKFILLING & COMPACTION

Backfill Material

  • Granular fill or crushed material
  • Max particle size: 75mm
  • Free of clay, organic matter, debris, and oversized stones
  • In accordance with Ministry of Public Works Decree 13495/1998

 

Layering

  • First backfill layer: 15 cm, compacted to 95% MDD
  • Second backfill layer: 15 cm, compacted to 95% MDD

 

    1. ASPHALT REINSTATEMENT

 

Asphalt

Asphalt works include a 6–8 cm single-layer asphalt (depending on site conditions), using bitumen grade 60/70 with an MC-70 undercoat (or approved equivalent)

 

Compaction

Compaction must ensure a smooth finish aligned with existing road levels, with no visible settlement or surface irregularities.

 

 

    1. HYDRAULIC TESTING

 

Pressure Testing

 

  • Conducted BEFORE final backfilling
  • Pressure according to PN16
  • Measure pressure drops (must be within limits)
  • Submit signed pressure test certificate

 

 

For Khirbet Selem pump station:

 

 

    1. Submersible pump+ Motor Installation (Khirbet Selem)

 

  • Submersible pump

-Pump type: submersible centrifugal pump
-Pump duty point: Q=25-30 m3/h @ H=310m
-Efficiency: minimum 75% at duty points
-Motor: should be PE2+PA winding type or (50-degree ambient temperature) not less than 40 kW,

400 V, 3-phase, 50 Hz submersible pump motor (IP68) with all related protection relays, timers and indicators
 -The pump set to be installed inside the barrels at the depth of around 5 meters

-Contractor must submit datasheet for the pump to be approved by OXFAM and SLWE Engineers.

-One year warranty on the pump.

 

  • Steel Barrel

-Material and dimensions: DN250 carbon steel barrel 5 m length, >=7 mm wall thickness, suitable for housing a submersible pump (full barrel, with 4" suction and top Flanges).

-Work include excavation diameter 1 and depth about 5 m, fabrication surface preparation, alignment, placement, and supports to ensure correct positioning of the pump.

-Coatings: anti-corrosion primer and final coating
-Accessories includes but not limited to:

  1. 4" steel pipe (for the barrel suction 5meters length)
  2.  4" welding Elbows (for the barrel suction)
  3. Air release valve with isolating Valve -double function (DN:50-PN:16) for the barrel.
  4. Reconnect the new pumping line to the existing pumping pipe

 

-The pump should comply with the specifications of the existing malfunctioned one and shall be capable of delivering the required flow and head based on hydraulic calculations.

-All works shall include labor, transport, tools, safety measures, and be conducted in accordance with manufacturer specifications and under the supervision of the Engineer in Charge.

  • Fittings and valves

Supply and install of fittings, valves and accessories to enhance existing water station in Khirbet Selem including but not limited to:

  1. DN100 mm flexible joint, PN16
  2. Ductile iron with flanges DN100 mm butterfly valve, PN16
  3. Ductile iron 3" welding Elbow
  4. Air release valve with isolating Valve, Triple Function (DN:50-PN:40) for the pumping line with all related accessories to install on the Pumping elbow
  5. DN80 mm flexible joint, PN40 (with all related Flanges, Gaskets and Bolts-Nuts kit)
  6. Ductile iron DN80 mm Check Valve (swing or Double Blade type), PN40 (with all related Flanges, Gaskets and Bolts-Nuts kit)
  7. Ductile iron DN80 mm Gate Valve, PN40 (with all related Flanges, Gaskets and Bolts-Nuts kit)
  8. Tee (welding or Flanged 3”)
  9. Ductile iron DN80 mm Gate Valve, PN16 (with all related Flanges, Gaskets and Bolts-Nuts kit)
  10. Pressure Gauge 40 bar with isolating Valve
  11. Pressure switch (5-40 bar) with isolating Valve
  12. 3×25 mm² PVC-insulated electrical copper power cable for submersible pumps, including laying in designated cable trays or conduits, terminations with lugs/connectors at the junction box, proper clamping, labeling, and integration with submersible pump control panels
  13. junction box (60x40x30) with Busbars and isolator

All fittings and valves must be EU brand and approved by Oxfam engineers and SLWE

 

  • Control panel

Repair the existing wall mounted control panel:

  1. Junction box (80x60x25)
  2. Power meter (voltage- current) reading
  3. Push bottom
  4. Auto-manual selector
  5. Indicator lamps
  6. Autotransformer 100A
  7. Contactor 100A
  8. Rewiring of control panel
    1. DOCUMENTATION

 

Submittals and Documentation after contract signature and complete the work:

  • Shop drawings
  • Surveying and setting-out drawings
  • Manhole detailed drawings
  • As-built drawings (coordinates, depths, fittings, valves, end caps)
  • Completion report including Photo documentation before, during, and after works

 

    1. General Terms:
  1. The Contractor’s relationship will directly be with OXFAM staff.
  2. An Oxfam staff or a representative will be responsible to inspect and confirm the work.
  3. The contractor must be capable of completing this task within 6 days.
  4. Oxfam has the right to increase or decrease quantities at the same unit cost.
  5. Any item not complying with the specs will be rejected.
  6. The Contractor is responsible for any damage during works, including trees and utilities, and shall reinstate all affected assets at his own cost.
