Consultant to develop a curriculum on gender sensitive investigation

General Information

Justice Without Frontiers (JWF), a dynamic and active local non-governmental juristic organization founded in Beirut in 2005, is deeply committed to championing human rights, justice, democracy, peace, and the rule of law. Over the last decade, JWF's impactful work has addressed crucial initiatives, from addressing Sexual and Gender-Based Violence (S/GBV) to empowering women's access to justice, advocating for marginalized individuals, combating human trafficking, and more.

 

This consultancy is conducted under the project “Responding to Sexual Assault: A Systematic Review of ISF Gender-Responsive Investigations and Reporting of Sexual Violence”, funded by Women’s Peace and Humanitarian Fund (WPHF) and implemented by Justice Without Frontiers (JWF).

The project aims to strengthen ISF capacities to respond to sexual and gender-based violence through gender-responsive training, improved investigation practices, rehabilitation of investigation centers, and awareness-raising activities to enhance accountability and survivors’ access to justice.

 

Request:
JWF is seeking to contract a qualified consultant to develop a gender-sensitive investigation curriculum, in collaboration with the Internal Security Forces (ISF)

The consultant will work closely with JWF to ensure the curriculum reflects professional investigation standards, gender sensitivity, and human rights principles

Scope of work:

  • Review relevant national legislation, institutional policies, and investigation procedures.
  • Develop a structured and modular curriculum on gender-sensitive investigation.
  • Define clear learning objectives, outcomes, and competencies for each module.
  • Integrate gender analysis, human rights principles, and victim-centered approaches.
  • Ensure the curriculum reflects ethical, non-discriminatory, and professional investigation standards.
  • Develop presentations, practical exercises, case studies, and group activities.
  • Present the draft curriculum for review and feedback to both JWF and Internal Security Forces (ISF)
  • Revise and finalize the curriculum based on the received feedback.
  • Submit the final gender-sensitive investigation curriculum.

     

Skills and Experience:

  • Advanced university degree in law, gender studies, human rights, security studies, social sciences, or a related field.
  • Proven experience in developing training curriculum and learning materials, particularly for professional
  • Strong technical expertise in gender-sensitive and gender-responsive approaches, including gender mainstreaming in investigations.
  • Experience integrating human rights principles and victim-centered approaches into training content.
  • Strong knowledge of national legal frameworks and relevant international standards, including human rights
  • Previous experience working with security forces
