CARE Overview
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over half a million beneficiaries. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 70 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. 
Project overview
CARE International in Lebanon is implementing a program aimed at responding to the protection and gender needs of specific marginalized communities, including women, adolescent girls, refugees and LGBTQI community while providing Psycho-social support sessions to 200 individuals (50 Households) in BML.
The program targets internally displaced persons (IDPs), returning IDPs, refugees and host community members.
Through a comprehensive and inclusive approach, the program will identify and engage the most vulnerable women and their family members through 8 structured PSS sessions covering key life skills and psychosocial themes such as, understanding emotions and coping with stress, problem-solving and conflict resolution, negotiation and joint decision-making, positive and non-violent communication.
In addition to one legal awareness session or consultation, tailored to address the specific needs of the different groups and can include topics related to Syrian returnees, civil matters including marriage, divorce or custody, HLP rights, etc.

Objective
The Legal Consultant will:
• Deliver legal awareness sessions or consultation covering key legal topics identified through PSS group needs.
• Ensure information shared is accurate, up-to-date, and relevant to the local context.
• Promote participants’ understanding of their rights, responsibilities, and available support or referral mechanisms.
• Clarify procedures and documentation required for legal matters commonly faced by vulnerable households.
• Provide CARE with debrief notes and reporting

Scope of Work and Responsibilities
The Consultant will:
1. Coordinate with CARE’s Gender and Protection team to review identified participant needs and finalize session content and key messages.
2. Develop a short session plan (max. 2 hours) including practical examples and time for Q&A to be discussed and reviewed by the gender and protection team.
3. Facilitate ten legal awareness session or consultations in BML, ensuring an inclusive and safe learning environment for women, men, and adolescents.
4. Cover legal topics such as:
o Civil documentation and registration (birth, marriage, divorce, custody, death).
o Residency and legal status for different nationalities.
o Housing, land, and property (HLP) rights and tenancy issues.
o Access to basic rights and available legal referral mechanisms.
5. Ensure all information is shared using simple, clear, and non-technical language suitable for community participants.
6. Provide CARE with a short debrief note after each session summarizing key discussion points, questions raised, and recommendations for follow-up.
7. Reporting & Evaluation
Incorporate feedback and submit a comprehensive final report with recommendations if available.

a) Technical proposal
• Maximum of 5 pages outlining the consultant(s)’s understanding of the ToR and the proposed methodology, approach and theoretical framework underpinning the assignment
• Detailed workplan, in-line with the deliverables and timeline outlined in this ToR
• CV of all consultants to be involved in this assignment
• List of previous experience and/or clients relevant to this consultancy
• At least one sample of similar previous work
• Copy of ID or passport

b) Financial proposal
• Itemized consultant’s fees and costs - consultant should indicate professional daily rate including all costs to be invoiced to CARE
• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number) if available; in case the consultant cannot provide proof of MOF registration, 8.5% will be deducted from the proposed daily rate

Please take into consideration that under the consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all costs, including any costs for communication and transportation.

This Request for Proposal represents the requirements for an open and competitive process.  

Proposals will be accepted until 4:00 PM (Beirut Time) [January 21, 2026], delivered via email solely to (procurement@careliban.org ), no later than the above specified date.

Any proposals received after this date and time will not be accepted.  All proposals must be signed by an official agent or representative of the company submitting the proposal.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal.  Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work.  Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.  

All costs must be itemized to include an explanation of all fees and costs.  

Contract terms and conditions will be negotiated upon selection of the winning candidate for this RFP.  All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project.
