Skoun- Executive Director

SKOUN is a Lebanese, non-profit, non-governmental organization and one of the first outpatient facilities that provides accessible treatment, education, and protection for all people who use drugs while maintaining its values regarding inclusion, accessibility, integrity, and dignity.

For 20 years, SKOUN has been caring for the most vulnerable populations in Lebanon and strives to ensure drug use and addiction are treated as primary health issues.

SKOUN aims to support the development of a community-based substance use and mental health system in line with the National Mental Health Strategy and model of care, tackling gender barriers in service access and gender biases in service provision through offering quality and gender-sensitive services to women, men, boys, girls, and gender non-conforming individuals living in Lebanon, particularly the most vulnerable groups and people at risk.

Skoun is seeking a dynamic and committed Executive Director (ED) to lead its operations. The ED will oversee strategy implementation, fundraising and resource mobilization, staff supervision, and external relations.

The role requires a candidate with a strong understanding of rights-based approaches to drug policy and service delivery, experience managing multidisciplinary teams, and a proven ability to navigate complex crisis settings. This role is well-suited for professionals with 3 to 5 years of leadership or management experience in civil society, health, development, or related fields.

Key Responsibilities

1. Strategic Leadership & Policy Advocacy

  • Support the implementation and review of Skoun’s strategic plan and annual objectives.
  • Collaborate with partners to position Skoun’s work within national health and drug policy frameworks.
  • Promote evidence-based drug policy reform at local and regional levels, with a focus on harm reduction and human rights.
  • Represent Skoun in key advocacy spaces, working closely with partners, communities, and government institutions.

2. Fundraising & Donor Relations

  • Lead the development of a new fundraising strategy adapted to the evolving funding landscape, with a strong focus on private sector, philanthropic foundations, and international donors.
  • Develop project proposals and coordinate fundraising efforts with relevant team members.
  • Cultivate and maintain relationships with donors and strategic allies.
  • Oversee the management of donor grants, ensuring timely reporting and compliance.

3. Team Management & Operations

  • Supervise staff and promote a culture of accountability, collaboration, and care.
  • Lead regular staff meetings, performance reviews, and professional development planning in collaboration with the Administration team.
  • Oversee the organizational budget in collaboration with the Finance team.
  • Support internal coordination and decision-making across departments.

4. Organizational Development & Governance

  • Ensure efficient internal systems and processes across HR, finance, and administration.
  • Support the Executive Board in its governance role and provide regular updates on strategic and operational progress.
  • Work with the Board to implement institutional changes and transitions.

Required Qualifications

  • University degree in social sciences, public health, development, management, or a related field.
  • At least 3–5 years of experience in program leadership, team management, or organizational development in an NGO or nonprofit setting.
  • Experience in fundraising, proposal writing, or donor engagement is essential.
  • Understanding of harm reduction, mental health, and drug policy issues in Lebanon or the region.
