BA & CBI Officer

Key Tasks & Responsibilities

1. Field Implementation of BA & CBI Activities

• Implement assigned BA and CBI activities, including:
  • Household verification and eligibility checks
  • Support for enrollment, validation, and assistance delivery processes
  • Distribution of in-kind basic assistance items where applicable
  • Post-distribution monitoring and follow-up
• Ensure activities are implemented accurately, transparently, and in line with approved procedures and targeting criteria.

2. Autonomous Decision-Making

• Assess conditions and take appropriate operational decisions in cases such as:
  • Data discrepancies or eligibility issues
  • Access constraints or security-related challenges
  • Urgent assistance needs or complaints
• Escalate sensitive cases, incidents, or risks to the Project Manager in a timely and documented manner.

 

3. Desk-Based Work & Reporting

• Prepare and submit clear and accurate documentation, including:
  • Field activity and progress reports
  • Verification and reconciliation summaries
  • Post-distribution monitoring reports
  • Incident, complaint, and follow-up reports
• Maintain organized records of assisted households, completed activities, and outstanding cases.

4. Coordination & Internal Communication

• Coordinate directly with the Project Manager on:
  • Daily and weekly planning
  • Prioritization of activities
  • Operational challenges and recommendations
• Support internal coordination with field teams and relevant units to ensure coherent implementation.
• Does not independently represent the organization externally unless explicitly requested.

5. Monitoring, Accountability & Quality Assurance

• Support implementation of accountability mechanisms, including:
  • Information sharing with communities
  • Referral of feedback and complaints through established channels
• Monitor field practices to ensure fairness, dignity, and compliance with internal standards.

6. Emergency Response

• Participate in emergency assistance responses, including rapid verification, urgent distributions, and accelerated follow-up when required.
• Adjust implementation approaches to respond to evolving needs during emergencies.

7. Other Duties

Perform any other shelter-related support tasks as may be reasonably requested by the Shelter Senior Officer or management, in line with organizational needs.

Level of Responsibility & Accountability

• High operational responsibility.
• Accountable for accurate implementation, reporting, and field-level decision-making.
• Operates with autonomy within the defined scope, under the supervision of the Project Manager.

Required Qualifications & Experience

• University degree in Social Sciences, Economics, Development Studies, or a related field.
• Minimum 3–5 years of relevant humanitarian field experience in basic assistance and/or cash-based programming.
• Strong understanding of beneficiary verification, assistance delivery, and post-distribution follow-up.
• Ability to work independently in dynamic field environments.
• Fluency in Arabic; strong working knowledge of English is required.
