Mapping Specialist – GIS & Shelter Mapping

Key Tasks & Responsibilities
  1. GIS & Mapping Leadership
  • Lead the design and implementation of all mapping activities using the ArcGIS platforms.
  • Define mapping methodologies, tools, and workflows to ensure consistency and accuracy.
  • Ensure mapping activities are fully integrated with shelter operations and field planning.
  1. Field, Remote & Over-the-Phone Mapping
  • Lead and supervise:
    • Field-based mapping and verification visits
    • Over-the-phone (remote) mapping sweeps, including verification of population figures, shelter counts, and site status when physical access is constrained
  • Combine remote and field approaches to ensure continuity of data collection.
  1. Coordination with Shelter, Field & Donor Technical Teams
  • Coordinate closely with the Shelter Specialist to align mapping with:
    • Shelter assessments and interventions
    • Site improvements and risk-reduction activities
  • Act as HAND’s technical counterpart for mapping and GIS coordination with the donor’s technical team or focal point, including sharing updates, methodologies, and information products.
  1. Data Quality, Analysis & Management
  • Validate, clean, and consolidate datasets collected through ArcGIS Field Maps and ArcGIS Survey123.
  • Ensure data accuracy, consistency, and compliance with data-protection principles.
  • Conduct spatial and descriptive analysis to identify trends, risks, and priority areas.
  1. Information Products & Reporting
  • Produce clear and decision-oriented outputs, including:
    • GIS maps
    • Dashboards
    • Analytical briefs and summaries
  • Ensure information products are timely, accurate, and suitable for coordination, reporting, and external sharing.
  1. Emergency & Rapid Mapping Support
  • Support rapid mapping and verification during emergencies (storms, floods, fires, displacement).
  • Adapt tools and workflows to support rapid needs assessments and emergency response.
  1. Team Supervision & Capacity Building
  • Supervise Mapping Officers and enumerators.
  • Provide technical guidance, coaching, and quality control on GIS tools and data-collection practices.
  1. Other Duties

Perform any other mapping-, GIS-, or information-management–related tasks as may be reasonably requested by management, in line with organizational needs.

Required Qualifications & Experience
  • University degree in GIS, Geography, Urban Planning, Information Management, Engineering, or a related field.
  • Minimum 4–6 years of experience in GIS and mapping, preferably in humanitarian or field-based contexts.
  • Strong practical experience using ArcGIS platforms (Field Maps, Survey123, dashboards).
  • Experience with both field-based and remote/phone-based data collection.
  • Strong analytical and reporting skills.
  • Fluency in Arabic and English.
