Supply, Installation, Testing and Commissioning of Full Solar System and Solar System Items

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

Oxfam is seeking to establish a framework agreement with a qualified  supplier/contractor for the “Supply, Installation, Testing and Commissioning of Full Solar System and Solar System Items”

This agreement will support the efficient and timely procurement and/or install of selected solar models, ensuring reliable energy solutions for humanitarian and development activities in the region.

 

  1. SPECIFICATION OF GOODS AND SERVICES REQUIRED

 

GENERAL INSTRUCTIONS:

Equipment shall be the latest standard product of the manufacturer and comply with the specifications, regulations, and international standards. Equipment generally is to be supplied in complete factory assembled units ready for installation on site.

Equipment and material are to be stored in an approved location, under cover, free from humidity, dust, debris and rodents. Equipment sensitive to heat and humidity is to be kept in climatically conditioned areas until installed and handed over. All equipment supplied shall carry original manufacturer’s warranty.

 

 

 

  1. Solar photovoltaic (PV) Modules:

 

The contractor shall be responsible for using high efficiency photovoltaic modules with the following minimum requirement:
1. Tier 1 Manufacturer according to latest Bloomberg classification.
2. Module`s Efficiency at STC has to be at least 21.5%.
3. Tolerance: Modules are required to have only positive output tolerance of maximum 3%.
4. Operating Temperature Range: -40°C and +85°C and from 15% to 85% relative humidity.
5. Fill Factor ≥ 0.75
6. Temperature coefficient: Power loss shall not exceed 0.30% per degree Celsius
7. Full Current Intensity: - Voltage characteristics (I-V) curves shall be provided at 25°C for a minimum four different levels of irradiance between 200 W/m2 and 1000 W/m2
8. The active electrical components within each PV module shall be electrically insulated between the short-circuited module output leads, the metal frame and the rear and front covers. The insulation must withstand 1500 Volts DC.
9. The back side (Back sheet) covered by polyvinyl fluoride layer (PVF), an evidence of providing PVF backsheet is a must upon delivery to the site.
10. Mechanical Resistance: PV modules must be certified for resistance to a suction pressure of 2400 PA (Wind speed 130 km/h) with a safety factory 3) and an increased distributed mechanical load of 5400 Pa on the front glass surface (Wind and Snow).
11. Junction Box: Shall include 3 by-pass diodes to protect against partial shading and module overheating. IP 67 protection is required
12. Warranty should be at least 12 years workmanship warranty and 30 years performance warranty, with output power not less than 87% of the nominal power after 30 years.
13. Cables: Factory fitted module cables shall be long enough to allow the modules to be interconnected electrically in series, to form strings and shall indicate clearly the polarity.
14. Glass: Front surface of the modules shall be protected with at least a 3.2 mm tempered glass of low iron content.
15. Frame: the PV laminate (glass/encapsulant/solar cells/rear side) shall be surrounded with a metal frame made of aluminum or aluminum alloy. The frame shall be placed to protect the edges of the glass cover of the PV modules and to facilitate support and mounting. The construction of the frame of each PV module shall be adequate to allow for thermal contractions and expansions of the glass cover of the PV module.
16. Certifications: the following certifications are required for the modules to be supplied for the project: IEC 61215:2016, 61730:2016, 61701, 62804, 60068-2-68, IEC 62716, ISO 9001, 14001, 18001.

  1. Solar pump Inverter

The Contractor shall be responsible for the supply and installation of a Variable Frequency Drive (VFD) Inverter to drive each pump.
The VFD inverter should have the following characteristics:
1. The inverter shall have a minimum capacity matched with the pump capacity.
2. Equipped with an automatic Run / Stop to operate the pump.
3. Protection degree is ≥ IP21.
4. The VFD inverter should have a solar pumping application software with Integrated MPPT Functionality.
5. Anti-islanding setting auto detection and complies with grid-connected safe requirements.
6. Provide protection against over current, over voltage, under voltage, overload, etc.
7. Pump Operation selection through either DC input or 380/415 Vac 3-Phase input (grid/EDL).
8. Input PV strings protected with fuse on both poles and surge arrester.
9. Diode security system against reverse polarity string.
10. Integrated Input Noise Filter
11. Equipped with a built-in flow measurement and sensor less flow calculations to pause pump's dry operation (no water).
12. Power efficiency not less than 95% (Euro-efficiency). VFD efficiency curve to be provided.
13. Equipped with communication ports: MODBUS/RS485, allowing monitoring and control of the VFD inverter's operation.
14. Compliance with IEC 61000-3-2 and / or IEC 61000-3-4 standard (Limits for harmonic current emissions in low-voltage system).
15. Compliance with IEC 62109-1/2 standard (Safety of power converters for use in photovoltaic power systems)
17. Equipped with LCD display to provide instantaneous information about the subsystems and system output data and performance.
18. Temperature operating range: -20° C to 60° C.
19. Ground connection of the VFD to the equipotential bonding conductor.
20. The drives shall be fitted with cooling fans as standard.
21. Minimum Warranty of 5 years.
The proposed VFD must meet the following requirement:
1. Support for synchronous and asynchronous three phase induction motors 2) MPPT technology  3) Support remote monitoring online  4) Auto sleep function  5) Low-frequency protection function  6) Dry run protection  7) Over-current protection  8) Minimum power protection 9) Full water protection  10) Alarm recovery mode programming 11) Generated harmonics measured at the point of connection, when operating at the rated power shall not exceed

  1. Hybrid inverter

Inverter must be free of obvious defects.

1. EU origin or equivalent

2. Intelligent battery management for maximum battery life.

3. Have Hybrid management system.

4. Excellent use for grid-tied with battery backup.

5. Rated AC output voltage: 210 – 265 V.

6. Frequency range: adjustable to utility (50 HZ).

7. Adjustable power factor from -1 to 1.

8. THD at nominal power < 3%.

9. Rated AC input voltage: 160 – 300 V.

10. Rated battery DC input voltage: 41 – 63 V.

 

  1. Battery

1. Battery must be free of obvious defects.

2. Battery should be deep cycle type.

3. Battery life cycles shall be not less than 2000 cycle for OPZV, 600 cycle for AGM, 750 cycle for Gel, 3000 for lithium ion and for 2000 lead carbon @ 50% DoD and 25°C according to IEC61427 or IEC60896. Any other technology not listed is subjected to Engineer approval.

4. Battery operation temperature: 10°C to 30°C.

5. Self-Discharge rate (@25˚C) less than 3%/month.

6. Tested according to IEC60896-21 and fully compliant with IEC60896-22 requirements for valve regulated batteries.

7. Tested according to the safety requirements of EN50272-2 for stationary batteries.

8. New date of manufacturing not more than six months.

9. Non-Gassing battery.

10. The design lifetime of the batteries shall be of at least 5 years without losing more than 20% of the nominal capacity at 25˚C.

11. Low internal resistance (not more than 6 m Ω).

12. Battery container must be flame redundant (for example ABS (Acrylonitrile Butadiene Styrene)).

13. On each battery the following information must be provided in the label: Manufacturer’s name, battery serial number, type of battery, nominal voltage and ampere hour capacity @Cxx & xxV and date of manufacture.

14. Contractor shall install suitable disconnect switch as indicated in the SLD

15. Minimum Warranty of 3 years

 

  1. AC solar Cables

The contractor shall be responsible for the supply and installation of AC Cables between VFD and main distribution board, the cables must be multipolar with double insulation (Class II).   Routing the electrical connections of AC circuit shall be in covered hot-dip galvanized cable trays where needed.  Minimum Warranty of 10 years.

 

  1. DC Cables

 

The DC cables must be certified, EI origin or equivalent

 

  1. Earthing system

The contractor shall be responsible for the installation of proper earth connections, and grounding of all electrical items accessible to personnel including but not limited to: 1) Solar modules frames , 2)Mounting Structure, 3) Fence,  4)Solar VFD,  5) Electrical Cabinets  6) Cable trays, combiner & junction boxes 7) Control, Data Monitoring Equipment  8) Minimum Warranty of 10 years.

 

 

  1. Voltage Surge and Lightning Protection

An external lightning protection system shall be installed at the corners of the plant to ensure the entire plant is protected against direct and indirect lightning strikes, including, but not limited to, PV modules, VFD inverters, outside cabinets, and other outdoor electrical equipment.  The surge protective device shall have the following specifications:  1)  Type 2 SPD  2)Imax of at least 40kA according to IEC 61643 standard  3)In accordance with IEC 62305-1 and IEC 62305-3

 

  1. Reactors and Filters:

Reactors can protect both motors and variable frequency drive from harmful current and voltage spikes. Line Reactors also help reduce power line distortion, known as harmonics, by adding impedance to the power unit.

The contractor shall be responsible for the supply and installation of the following items at each power plant the suitable filter for the application. A calculation note shall be submitted to engineer approval.

The applicable filters:

1) dv/dt reactor, 2) dv/dt filter, 3) Sine wave filter

a) Symmetrical sine wave filter, b) Sinus plus symmetrical and asymmetrical sine wave filter

NB: For Pumps Cable length from VFD >150 m or the allowable length by the VFD, sinusoidal filter shall be installed.

The Sinusoidal Filter shall have a minimum Warranty of 5 years.

 

  1. Totalizer Junction Box

The Contractor shall be responsible for the supply and installation of junction boxes (JB) that

comply with the following specifications:  Class II boxes suitable for outdoor use (minimum IP65 protection if implemented

outdoor, in accordance with DIN 40050 and IEC 529), Maximum DC voltage : 1,500 Vdc maximum voltage, Electric shock protection: Class II equipment ,PV Fuses PV, positive and negative polarities as per manufacturer recommendation and norms, 10X PV Fuses holders, DC Surge arrester Type 1+2, 1000VDC or higher, with fuse protection, Cable glands for input and output cables, 1x DC Disconnector, 1000VDC, Bus bar on positive and negative polarities, UV resistant, The terminals must be clearly marked with + and – for the corresponding

connections

 

K) Circlet breakers: supply and install

All circuit breaker should be EU origin or equivalent. Detail in the BoQ

 

L)  Steel Structure

Fabricate, supply, transport, and install structural steelwork including beams, trusses, bracing, connection elements, plates, anchor bolts, shear connectors, and all accessories with welding, grouting, and corrosion protection to specified standards for one solar panel:
The Steel structure to withstand wind speeds of 120 km/h

 

Q) PV Panel cleaning set

Supply and install cleaning set items:

- Suitable water pipe with suitable valves (isolating and NRV valves) to fill an Plastic water tank (1000-liter)

- Water tank, 1000 Liter, plastic 3 layers with drain valve and float valve type to stop filling

- Submersible pump, 1 hp, mono-phase, complete with electrical connection and discharge valve

- Hose reel 100 meter long

-Telescopic brush, soft type

-Portable ladder 3-meter, HDG materials
