PMEAL-CEA Senior Officer

Responsibilities and Duties

1. Program Planning and Design

  • Lead the development and adaptation of assessment, monitoring, evaluation, and learning tools for high-quality data collection and project monitoring.
  • Work with LRC staff to ensure PMEAL and CEA minimum standards are incorporated into program planning and design, including robust MEAL plans and clear program logic.
  • Oversee the development of proposals, including the formulation of the Theory of Change, Logframe, and indicators, while ensuring the integration of high-quality PMEAL and CEA components.
  • Support the development and execution of the Lebanese Red Cross (LRC) yearly Plan of Action, ensuring alignment with organizational priorities, strategic objectives, and PMEAL/CEA frameworks.

2. Monitoring and Evaluation

  • Design and implement reviews, evaluations, and learning events, collaborating with consultants to co-lead or lead these processes.
  • Ensure quality assurance in all PMEAL activities, including data collection, analysis, and reporting.
  • Collaborate with relevant stakeholders to co-lea or lead selected reviews, evaluations, and quality assurance tasks.

3. Accountability and Learning

  • Facilitate the integration of community feedback into program adjustments, promoting accountability and continuous improvement.
  • Lead the documentation and dissemination of lessons learned and best practices across LRC interventions.

4. Capacity Building

  • Train and mentor LRC staff on PMEAL and CEA tools and processes, building organizational capacity.
  • Mentor and provide technical support to PMEAL CEA Officers and other team members to enhance their competencies.

5. Coordination and Reporting

  • Act as a focal point for PMEAL and CEA within the unit, ensuring regular communication and coordination with internal and external stakeholders.
  • Provide detailed reports on PMEAL and CEA activities to program management and external stakeholders as required.

Technical skills

  • Excellent communication skills in written and orally (English and Arabic).
  • Excellent experience in PMEAL-CEA including project monitoring and tools development.
  • Proven experience in data analysis.
  • Proven experience in designing training materials.
  • Proven experience in documenting learning experiences and incorporating them in project cycle management.
  • Strong and proven experience in project design and proposal writing.
  • Excellent reporting skills.
  • Strong experience in coordination internally, with donors, and other stakeholders.
  • Good knowledge of project cycle management.
  • A substantive experience in integrated programming.

Soft skills and other experiences

  • Strong problem-solving and analytical skills.
  • Being able to work autonomously with minimal input.
  • Excellent coordination, monitoring, and organizational skills.
  • Creative mindset
  • Experience in training, mentoring and capacity building.
  • Knowledge about Red Cross Red Crescent Movement as well as LRC structure and operations is a plus.
