Reach Field Officer

Mission

Under the supervision of the REACH Field Manager, the REACH Field Officer is responsible for the management and implementation of REACH assessments in the governorate of responsibility, according to the quality standards and timelines set with the assessment team.

OBJECTIVES
  1. Under the supervision of the Field manager, and in collaboration with Acted Direction and security departments, coordinate and negotiate all access with local authorities in the areas of assessment (either South, Nabatieh and Dahyeh OR Baalbeck and Bekaa)
  2. Plan and implement the assessments in the area of operation, in line with the sampling strategy and security plan agreed with the assessment team under the CR supervision and Acted Coordination
  3. Manage enumerator teams ensuring high-quality survey completion within the planned timeline.
  4. Support the field manager to coordinate field travel and all relevant logistics, HR, and finance needs for the data collection
FUNCTIONS

 

    1. Assessment Preparation and training:
  • Undertake travel and conduct preliminary access missions in assessment sites as needed
  • Conduct all external relationships with local authorities to facilitate access to assessments sites.
  • In coordination with the REACH Field Manager and research staff prepare all details related to data collection (field schedule, daily collection quote, logistics and administration) according to specified methodology.
  • In coordination with the research team, plan assessment team training, and facilitate sessions of the assessment training.
  • Prepare all documents related to enumerators for HR and Finance
  • Participate in the hiring process of the enumerators.
  • Prepare ACTED IDs and visibility documents for the enumerators.

 

    1. Data Collection in the field
  • Collect data independently in line with specified tools and methodology.
  • Accompany and actively manage data collectors in the field and ensure accurate data collection as specified in the methodology.
  • Communicate any delay in data collection to relevant senior staff and plan alternative activities when necessary
  • Give debriefings with ACTED and REACH staff as needed.
  • Assure the quality of the data collected based on REACH quality standards. Spot-check for accuracy during data collection.
  • Maintain oversight of all REACH inventory including daily check of assessment mobile phones
  • With the support of the Fleet Officer, check and validate the Logbooks regularly.

 

    1. Data Validation and Data cleaning
  • Download all data from the mobile phones at the end of each data collection day.
  • Spot-check for accuracy at the end of each day; question team leaders about any inaccuracies observed and review in daily team debriefs.
  • Perform data cleaning at the end of each assessment day.
    1. Safety and Security
  • Follow ACTED safety and security protocols and norms inside the country.
  • Follow ACTED code of conduct in country.
  • Communicate any security incidents immediately to the relevant senior staff.
  • Ensure that data collected is removed from paper or smartphone platforms as soon as the data has been transferred to the REACH senior assessment staff.
  • Ensure the privacy and security of the information collected in the field.
  • Protection Mainstreaming
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors etc.).

 

Technical Requirements

 

  • Minimum of 2 years of experience in humanitarian or development organizations, preferably in Lebanon.
  • Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of the time required
  • Bachelor’s degree in relevant discipline (social science, development) required
  • Experience using ODK for quantitative data collection
  • Experience managing casual labourers
  • Experience conducting focus group discussions
  • Experience collecting information using hand-held GPS devices
  • Positive attitude and a willingness to learn
  • Ability to operate in a cross-cultural environment requiring flexibility
  • Written and spoken fluency in English and Arabic required.
