Project Officer

Key Responsibilities

1. Project Implementation & Field Coordination

  • Support day‑to‑day implementation of project activities in line with the approved workplan, budget, and timelines.
  • Coordinate and support field activities including beneficiary targeting, household assessments, distributions, cash assistance processes, agricultural support, and awareness sessions.
  • Participate in and conduct regular field visits to monitor progress and ensure quality implementation.
  • Supervise and support enumerators, casual workers, and field teams during assessments, distributions, and monitoring activities.
  • Identify operational challenges and propose timely, practical solutions to the Project Manager.

2. Data & Information Management

  • Support accurate and timely collection, verification, and management of project data related to assessments, beneficiary registration, distributions, cash assistance, awareness sessions, and monitoring activities.
  • Ensure all data is collected using approved tools, methodologies, and vulnerability criteria, in coordination with the MEAL and Information Management teams.
  • Maintain organized, up‑to‑date electronic and hard‑copy project records, including beneficiary lists, distribution lists, attendance sheets, consent forms, and monitoring documentation.
  • Support the use of digital data collection tools (such as Kobo or Google Forms) and ensure timely upload, validation, and cleaning of collected data.
  • Coordinate with MEAL team to ensure data quality, consistency, completeness, and accuracy.
  • Support timely reporting of project indicators and activities on donor platforms such as ActivityInfo and internal information systems.
  • Ensure sensitive data is handled confidentially and in compliance with organizational data protection, safeguarding, and confidentiality policies.
  • Identify data gaps, inconsistencies, or quality issues and report them promptly to the Project Manager and MEAL team.
  • Contribute to data analysis, preparation of tables, summaries, and inputs for narrative reports, donor reports, and coordination meetings.

3. Beneficiary Targeting & Community Engagement

  • Support transparent, inclusive beneficiary identification, verification, and registration processes in line with approved selection criteria.
  • Coordinate with municipalities, DRR, Ministry of Agriculture, and other relevant stakeholders at community level.
  • Ensure prioritization of vulnerable groups, including persons with disabilities, persons with specific needs, female‑headed households, and the elderly.
  • Support communication with communities to ensure beneficiaries are informed about assistance modalities, entitlements, timelines, and procedures.

4. Monitoring, Reporting & Documentation

  • Support routine monitoring of project activities and outputs in coordination with the MEAL team.
  • Prepare regular field updates, progress reports, and inputs for internal and donor reporting.
  • Collect and archive means of verification (MoVs) including photos, signed lists, attendance sheets, and monitoring reports.
  • Support documentation of lessons learned, challenges, and best practices throughout the project cycle.

5. Coordination, Compliance & Accountability

  • Work closely with Logistics and Procurement teams to ensure timely procurement, delivery, and quality control of project items.
  • Coordinate with Finance team to support cash assistance processes, beneficiary verification, and documentation.
  • Ensure project implementation complies with donor requirements, cluster standards, and HAND policies.
  • Support coordination with relevant clusters, sectors, and partners when required.

 

Qualification and Experience

 Education:

  • Bachelor’s degree in social sciences, Business Administration, Economics, Humanitarian Studies, or a related field.

Experience:

  • Minimum of 2–3 years of relevant experience in humanitarian or development projects, preferably in cash-based assistance or basic needs programming.
  • Proven experience in fieldwork, data management, community engagement, and beneficiary selection processes.
  • Experience working with NGOs, INGOs, or UN agencies is an asset.

Skills & Competencies:

  • Strong knowledge of humanitarian principles, accountability, and protection standards.
  • Excellent organizational, monitoring, data and reporting skills.
  • Ability to work independently and under pressure in challenging field environments.
  • Proficiency in Microsoft Office (Excel, Word, Outlook); experience with data collection tools (Kobo, ODK) is a plus.
  • Strong interpersonal and communication skills, with the ability to engage effectively with communities and stakeholders.
  • Fluency in Arabic and good command of English (spoken and written); French is an advantage.
