PNA Monitor - Hermel

Conduct protection needs assessments in response to protection incidents, emergencies, or changes in the protection environment at the municipality level.

Carry out field-based and remote protection observations, interviews, FGDs, and household or site-level visits as required.

Collect qualitative data on protection risks, threats, vulnerabilities, available resources, and immediate life-saving needs.

Ensure each identified situation results in a single, comprehensive PNA report, regardless of the number of data collection exercises conducted.

Accurately document findings in the standard PNA reporting template, including context, timeframe, location, people reached, and key protection findings.

Share completed PNA reports with the relevant UNHCR Field Office protection staff and copy designated Protection Monitoring focal points as required.

Identify individuals at heightened risk during PNA activities and provide basic counselling on available services.

Refer individuals in need to case management, GBV, CP, PSS, cash assistance, or other specialized services in line with referral pathways.

Ensure strict confidentiality, informed consent, and dignity of all persons engaged during data collection and referrals.

Support outreach to hard-to-reach populations, including new arrivals, homebound individuals, persons living beyond CDC walking distance, and displaced persons in urban or collective shelter settings.

Conduct PNA-related activities in CDCs and alternative community spaces such as municipal buildings, SDCs, or Makani centers when appropriate.

Coordinate closely with protection, case management, and outreach teams to avoid duplication and ensure complementarity of interventions.

Contribute to monthly and ad hoc protection trend analysis through timely, accurate, and high-quality reporting.

Support CDC mobilization and outreach activities when workload and priorities allow.

Submit regular activity reports in line with internal and UNHCR reporting requirements.

• Bachelor’s degree in Social Work, Psychology, Social Sciences, Law, or any other relevant field.
Experience:
• Minimum 2–3 years of experience in protection, protection monitoring, assessments, or humanitarian field work.
• Previous experience with protection assessments, protection monitoring, outreach, or emergency response is highly preferred.
• Familiarity with UNHCR protection frameworks and referral pathways is an asset.
