NCD Medical Doctor - Capacity Building, Quality of Care, and Integration – Bekaa – Activity Rate 100%

Doctors Without Borders / Médecins Sans Frontières (MSF) is an international medical humanitarian organization created by doctors and journalists in 1971. Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

Type of contract: 100%, fixed term 12 months, renewable upon need

Updated competitive salary package with benefits including allowances, medical coverage, and 5 weeks of paid leave per year

Place of work: Bekaa (based in Baalbek)

Salary: 271,623,670  LBP per month (USD 3,034 per month)

 

Scope of responsibility: MSF

To support the integration of NCD activities into primary healthcare centers by providing continuous ca-pacity building, on-the-job mentorship, and clinical supervision to ensure quality and continuity of care in line with MoPH guidelines.

Specific Accountabilities

1. Clinical Coaching and Capacity Building

  • Act as a clinical coach and mentor to PHCC medical and nursing staff, supporting the progressive integration of NCD services into routine primary health care.
  • Conduct side-by-side consultations, shadowing, and joint case management with PHCC clinicians to strengthen practical skills in NCD diagnosis, follow-up, treatment adjustment, and complication management.
  • Deliver structured and interactive training sessions (workshops, case discussions, bedside teaching) adapted to PHCC realities and staff learning needs.
  • Apply adult learning and coaching approaches, promoting reflective practice, peer learning, and gradual autonomy of PHCC teams.
  • Assess individual and team learning gaps and adapt coaching and training methods accordingly.

2. Quality of Care and Clinical Governance

  • Ensure adherence to national MoPH NCD guidelines and MSF protocols, supporting PHCC teams to apply standards within public-sector constraints.
  • Review complex, uncontrolled, or high-risk NCD cases jointly with PHCC clinicians and provide clinical recommendations or referral guidance when indicated.
  • Support the implementation and use of standardized follow-up tools, medical records, and monitoring indicators to improve continuity and quality of care.
  • Reinforce rational prescribing practices, adherence to essential drug lists, and safe medication management.
  • Participate in clinical audits, case reviews, and quality improvement discussions to identify gaps and corrective actions.

3. Integration and System Strengthening

  • Support PHCC teams in organizing NCD patient flow, appointment systems, and follow-up schedules adapted to service capacity and patient load.
  • Contribute to the transition from MSF-supported services to PHCC-led care, ensuring safe handover and continuity for enrolled patients.
  • Promote task-sharing and team-based care where appropriate, supporting nurses and other staff in defined NCD-related roles.
  • Collaborate with referral facilities and support the appropriate use of referral pathways for secondary and tertiary care.

4. Collaboration and Multidisciplinary Work

  • Work closely with MSF Medical Activity Manager, Mental Health teams, Health Promotion teams, and pharmacy staff to ensure integrated, patient-centered NCD care.
  • Coordinate with PHCC management and MoPH focal points to align activities with national priorities and local health system functioning.
  • Support the integration of patient education, self-management support, and lifestyle counselling within PHCC NCD services, in collaboration with HP teams.

5. Monitoring, Reporting, and Learning

  • Participate in regular coordination meetings, debriefings, and supervision sessions with MSF and PHCC teams.
  • Document coaching activities, training delivered, progress achieved, and challenges encountered, and report to the line manager.
  • Contribute to the planning and adjustment of the PHCC integration roadmap, based on observed progress and emerging needs.
  • Identify needs for refresher training or additional support and propose corrective actions.

6. Professional Conduct and MSF Values

  • Promote a supportive, non-hierarchical learning environment that fosters trust and ownership among PHCC staff.
