Call For Proposals (CFP) - Website Maintenance, Enhancement & User Experience Improvements

1. Background
Compassion Protestant Society (CPS) is a faith-based, non-profit organisation working in humanitarian relief, community development, and social support. Our website is a key communication and accountability tool for partners, beneficiaries, and the wider public.
CPS invites qualified web developers or digital agencies to submit proposals for the maintenance, enhancement, and usability improvement of its existing website, built on WordPress. The assignment focuses on strengthening and improving the current website rather than redesigning or rebuilding it.

2. Objective
The objective of this engagement is to:
•    Stabilise and secure the existing website
•    Improve performance, accessibility, and user experience
•    Enhance clarity of content and navigation
•    Ensure compliance with basic data protection and security standards
•    Support bilingual use (English / Arabic)

3. Scope of Work
The scope below reflects CPS’s current needs. Bidders are encouraged to propose a structured, audit-first approach and may suggest refinements where appropriate.


Phase 1 – Website Audit, Stability & Security (Essential)
•    Technical and structural audit (theme, plugins, hosting environment)
•    Identification and resolution of broken links, layout issues, and functional errors
•    Performance optimisation (loading speed, responsiveness)
•    Basic security review and hardening
•    Backup and update configuration
•    Baseline GDPR compliance (cookie notice, privacy essentials)
•    Brief written summary of findings and recommendations

Phase 2 – User Experience & Accessibility Enhancements (Essential)
•    Homepage layout and visual refinement using existing structure
•    Contebnt adjustments for clarity, accuracy, and readability
•    Mobile and tablet optimisation
•    Navigation and menu simplification
•    Donation integration
•    Accessibility improvements (contrast, structure, readability)
•    English and Arabic language configuration and alignment

Phase 3 – Optional Enhancements (To Be Priced Separately)
•    Bidders may propose pricing for any of the following optional components:
•    News / blog section
•    Enhanced contact or enquiry forms
•    Chat or WhatsApp integration
•    Other relevant features (to be clearly described)

4. Deliverables
•    A stabilised, secure, and optimised website
•    Improved usability and accessibility across devices and languages
•    Clear documentation of implemented changes
•    Optional: brief knowledge transfer or handover guidance for internal staff

5. Expected Timeline
•    Phase 1: Approximately 2 weeks
•    Phase 2: Approximately 2 weeks
•    Optional enhancements: Subject to agreement
•    Bidders should indicate their proposed timeline clearly.

6. Proposal Submission Requirements
Interested service providers are requested to submit a proposal including:
•    Technical approach and methodology
•    Itemised financial quotation (mandatory vs optional components clearly separated)
•    Proposed timeline
•    Relevant experience and portfolio (particularly with NGOs or mission-driven organisations, if applicable)
•    Company profile and country of registration
•    Any assumptions or dependencies

7. Evaluation Criteria
Proposals will be assessed based on:
•    Technical understanding and appropriateness of approach
•    Value for money
•    Relevant experience and quality of previous work
•    Clarity of scope, deliverables, and pricing
•    Ability to meet timelines and communicate effectively
