Shelter Project Manager

Key Responsibilities
  1. Project Management & Delivery Oversight
  • Lead overall project implementation in line with the approved Project Workplan, Financial Plan, and Results Framework.
  • Ensure coherence across all project components, including shelter, fire preparedness, CRIs, Mapping, and MCAP-related activities.
  • Monitor progress against targets, timelines, and budgets, and take corrective action when needed.
  • Field Missions & Operational Follow-up
    • Conduct regular field missions on a weekly basis to project sites across the area of intervention.
    • Field visits are carried out in coordination with the Shelter Specialist, field teams, and the Programs Manager, and focus on:
      • Monitoring implementation progress
      • Identifying operational bottlenecks
      • Supporting coordination with local authorities, partners, and communities
  • Use field observations to inform adaptive management, reporting, and risk mitigation.
  • Perform any other tasks as may be requested by management, in line with the scope of the project and organizational priorities.
  1. Donor Compliance & Reporting
  • Act as the primary focal point for UNHCR on project management, planning, and reporting matters.
  • Oversee preparation and submission of:
    • Quarterly and final results reports
    • End-narrative report
    • Project Financial Reports (PFRs)
  • Ensure that all reporting is accurate, evidence-based, and aligned with UNHCR indicators and formats.
  1. Coordination & Representation
  • Represent HAND in coordination fora, including:
    • Shelter Working Group (at strategic / coordination level)
    • Cash Task Force
    • Protection and AAP platforms
    • Inter-agency coordination in Bekaa
  • Coordinate with UNHCR, local authorities, and partners to ensure complementarity and avoid duplication.
  1. Team Management & Internal Coordination
  • Provide managerial supervision and performance oversight to project staff.
  • Ensure clear role division between technical and non-technical functions.
  • Support the Shelter Specialist by facilitating decision-making, approvals, and inter-departmental coordination.
  1. Risk Management, AAP & Accountability
  • Oversee project risk management, including maintenance of the risk register.
  • Ensure effective Accountability to Affected People (AAP) mechanisms are implemented and monitored.
  • Monitor budget burn rates and financial risks in coordination with finance and senior management.
  1. Emergency Response & Contingency Support
  • Provide managerial leadership and coordination during emergency shelter responses, including sudden-onset events such as storms, floods, fires, heavy snowfall, or large-scale shelter damage.
  • Ensure rapid activation of approved emergency modalities (RNA, emergency shelter kits, CRIs) in coordination with UNHCR and internal teams.
  • Support decision-making on prioritization, resource allocation, and operational sequencing during emergency response phases.
  • Ensure emergency activities remain aligned with the approved Project Workplan, donor requirements, and accountability standards.
Required Qualifications & Experience
  • University degree in Civil  Engineering, Architecture, or related field.
  • Minimum 5–7 years of experience in humanitarian or development projects, with at least 3 years in a managerial role.
  • Strong knowledge of humanitarian coordination, donor compliance, and reporting.
  • Fluency in English and Arabic.
