Contractor for Yater Reservoirs Rehabilitation

The purpose of this Tender is to obtain competitive offers for Yater Reservoirs Rehabilitation.

The outcome of this tender is to award the successful supplier(s) a construction agreement. This agreement aims to outline the terms and conditions of rehabilitation of two reservoirs located in Yater village (e.g. indemnities, liabilities, warranties, specifications, lead times, prices etc.) under which future contracts will be signed.

- Ksaar Reservoir in Yater village 33°08'52.9"N 35°19'40.0"E

the interests of transparency and equal treatment and without being able to modify their tenders, suppliers may be required, at the sole written request of Oxfam Procurement team, to provide clarifications within 48 hours. These requests can only be for clarification purposes, not for the correction of major details.
Any attempt by a supplier to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Oxfam in its decision concerning the award of the contract will result in the immediate rejection of his tender.

In submitting a tender, the supplier accepts in full and without restriction the special and general conditions governing this contract as the sole basis of this tendering procedure, whatever their own conditions of sale may be.
Suppliers are expected to examine carefully and comply with all instructions, forms, provisions and specifications contained in this tender dossier.
Failure to submit a tender containing all the required information and documentation within the deadline specified will lead to the rejection of the tender.
Language: All documents shall be submitted in English.
Paper submission
Proposals should be sent to Oxfam Beirut office, Sodeco Square Block B 5th floor in an outer sealed single envelope which will contain three further envelopes corresponding to the three different sections of the tender:
▪Inside Envelope 1: “Administrative documents” – Section 3.1 – 1 copy
▪Inside Envelope 2: “APPENDIX E” – Bill of Quantities (BOQ 1 and BOQ 2)– 1 copy
▪Inside Envelope 3: “Technical Proposal” – Section 3.2– 1 copy

The Supplier should provide the following administrative documents:
▪APPENDIX B - Supplier’s Declaration
▪APPENDIX C - Oxfam Supplier´s Code of Conduct
▪APPENDIX D - International Supplier Questionnaire
▪Valid company registration, Ministry of Finance registration, VAT registration
▪A copy of valid bank certificate not less than 6 months.
▪Copy of valid insurance policy (legal liability at a minimum).
▪Audited financial statements for the last 3 years

The technical proposal describes the way in which the supplier intends to carry out the tasks as described in the specifications.
The technical proposal must include:
▪ Company Profile.
▪ A proof of experience in same/similar domain for minimum 5 years. List of previous and current contracts in the last 5 years for similar works, including name of contracting party, contract
▪ value and date of completions.
▪ Detailed activity schedule (timeline) for the proposed works / work plan.
▪ An organisational (human resources) chart.
▪ Name(s) and CVs or summary of professional background of key personnel to be involved in implementation of the Contract (PM, civil, mechanical, electrical engineers).
▪ List of equipment and machinery to be used in the project (owned or rented)
▪A technical bid consisting of a detailed description of the work offered including datasheets, catalog pages, and certificates of compliance for all materials and equipment, for:
oConcrete repair materials and admixtures
oSteel reinforcement
oWaterproofing products (internal lining, roof slab coatings)
oPaints and surface finishes
oMetal ladders, access covers, and safety cages
oFencing materials and fasteners
oSolar lamp
oHydraulic pipes and valves.
