Project Officer

Project Background

The project provides integrated humanitarian assistance and livelihoods recovery support to conflict-affected households in Lebanon. It addresses immediate needs through multipurpose cash assistance, food parcels, and essential non-food items, while supporting longer-term resilience through agricultural inputs, capacity-building, and rehabilitation of small-scale agricultural infrastructure. Implemented in coordination with local authorities and partners, the project emphasizes transparent targeting, accountability, and continuous monitoring to improve food security, income stability, and household well-being.

 

Purpose of the Position

Under the supervision of the Head of Programmes, the Emergency Response and Livelihoods Recovery Officer will be responsible for the effective planning, coordination, and implementation of emergency response and livelihoods recovery interventions across Lebanon. The position plays a key role in ensuring that project activities are delivered in a timely, accountable, and high-quality manner, in line with organizational standards, donor requirements, and humanitarian principles.

The post holder will oversee beneficiary identification and targeting processes, coordinate closely with internal departments and external stakeholders, and support field teams to ensure effective implementation of cash assistance, food security, non-food item distributions, and livelihoods support activities. The role also contributes to strengthening monitoring, reporting, and learning processes, ensuring that project results are well documented and used to inform adaptive programming.

Through strong coordination, technical oversight, and field engagement, the Emergency Response and Livelihoods Recovery Officer will contribute to reducing vulnerabilities, restoring livelihoods, and enhancing the resilience of conflict-affected households.

 

Key Responsibilities

 

Coordination and Beneficiary Identification

  • Maintain close coordination with relevant sectors, government authorities, and key stakeholders.
  • Support the identification and selection of vulnerable beneficiaries in line with approved project selection criteria.
  • Conduct Vulnerability and Capacity Assessments (VCA) to identify eligible and vulnerable households.
  • Coordinate with municipalities, community leaders, and local partners to validate beneficiary lists.
  • Ensure beneficiary targeting processes are transparent, accurate, inclusive, and well documented.

 

Project Implementation

  • Under the supervision of the Head of Programmes, ensure effective implementation of project activities in accordance with IRL Quality and Accountability standards and guidelines.
  • Supervise and monitor project staff and volunteers to ensure timely and high-quality delivery of activities.
  • Coordinate closely with internal departments, including MEAL, Procurement, Logistics, Media, HR, IT, and Finance, to ensure operational and programmatic requirements are met.

 

Reporting and Documentation

  • Prepare and submit weekly and monthly technical reports highlighting progress, achievements, challenges, lessons learned, and recommendations.
  • Contribute to project visibility and communications by documenting success stories, best practices, and technical learnings.
  • Ensure timely submission of all reports in compliance with organizational and donor requirements.
  • Ensure accurate and timely reporting of all project interventions on ActivityInfo.

 

 

Experience / Education/Skills- Essential               

  • Bachelor’s degree (minimum 16 years of education including school, college and university) from an accredited University in social sciences, humanities, international development or similar subjects.
  • Minimum 2 – 3 years of relative experience, preferred with international NGOs.
  • Strong communication, interpersonal & technical skills.
  • Flexible working overtime and readiness to travel on short notice.

 

Language                                         

  • Fluency in English & Arabic (written and spoken).

 

IT skills

  • Excellent computer proficiency.
  • Proficiency in MS office and excel and the ability to use software necessary for project management and reporting.

 

General Skills

  • Demonstrated technical report writing and analytical skills.
  • Strong planning, communications and coordination skills.
  • Ability to work under pressure and within a team.
