Security & Safety Officer

Purpose:

The Security and Security Officer 1 (SSO1) supports the Security & Safety Officer 3 (SSO3) in reporting on security information and analyses. He/She supports the SSO3 in the daily security management and the movement of ICRC staff in line with the Field Trip SOP’s. He/She supports and contributes to the security risk assessment and associated mitigating measures while ensuring proper diffusion and access to information related to security in line with Duty of Care obligations. S/he acts as a focal point for security related matters and coordination with the support departments admin/premises, Welcome, fleet and ICT and security focal points of ICRC Sub Structures in Lebanon jointly with SSO3.

Accountabilities & Functional responsibilities:

  • Under the supervision of SSO3, and in coordination with the operations Room, follows up on the daily ICRC movement in Beirut AOR.
  • Ensures that movements as well as security related protocols are coordinated, aligned and coherent with the general security protocols and Field trip SOP’s.
  • Interacts with all departments for the follow up on safety and security procedures and supporting SSO3 in the implementation and application of the Minimum-Security Requirements
  • Collects security-related events and prepares reports to improve the understanding of the security environment.
  • Conducts premises security and safety assessments in coordination with Premises department, WatHab and ICT. of locations used by the delegation (office, residences, hotels, trainings sites, etc.) and the locations used by ICRC teams, and make sure all passive measures and equipment are in place, functional and well maintained.
  • Follows up on the security rules signature with all ICRC staff in Beirut on a monthly basis.
  • Supports compilation of security related data/information on a regular or ad hoc basis with the necessary discretion and accuracy and handle the quality revision of the security documents on Team space (TS).
  • Supports the provision of quality security & safety services at delegation/local level.
  • Supports in conducting regular drills and exercises in relation to safety and security (fire, earthquake, Shelter& Communication tree).
  • Follows up and coordinates with the Learning and Development (LnD) focal point on the application of security and safety institutional courses (Safe1, Safe2, WEC, First aid etc.) and other necessary security and safety related trainings for staff.
  • Support SSO3 in the analyses of the overall security situation in Lebanon and advises on the potential risks to ICRC staff, operations and reputation.
  • Supports the coordination of the Security and Safety Working Group (SSWG) activities and follow up on the Plan of action.

Certifications / Education required:

  • University degree

Professional Experience required:

  • 2 – 4 years of professional experience in Security & Safety Management or similar field.
  • Experience in crisis management is an asset.

What we offer:

  • Salary Package: 1’599 – 2’335 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • Transportation Allowance: 13$ per day.
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Salary Review/Increase: annually
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: Full insurance coverage (no co-NSSF) - 90% of premium fees under the class B covered by the ICRC; option for class upgrade is available with extra charges. Coverings include In-Patient: including pre-existing cases / Out-Patients: Doctor Visits, Medicines, Laboratory tests, Therapeutical services (Physiotherapy, Psychotherapy sessions)
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, Eyeglasses Reimbursement, Learning and career development opportunities, Internal mobility opportunities leading to expatriate roles.

  • Working Schedule: Monday to Friday, from 8am to 5pm.
  • Type of contract: Fixed Term, 1 year (Renewable based on performance and need for position).
