Executive Director

Position Summary

The Executive Director (ED) is the chief executive officer (CEO) of Caritas Lebanon. The ED holds overall strategic, operational, and administrative responsibility for the organization, its staff, programs, and the execution of its mission. The ED is a highly competent and seasoned individual, demonstrating leadership, initiative, and the necessary qualifications to ensure the smooth, ethical, and effective daily operation of CL while upholding its humanitarian values and commitments.

Key Responsibilities

The responsibilities are categorized into core areas, integrating the requirements of the internal regulations with broader best practices for NGO leadership.

A. Leadership, Strategy, and Governance

● Strategic Leadership: Based on strategic guidance provided by CL’s board, support the President and work closely with senior management to create an organizational strategy and plan that guides CL’s activities.

● Organizational Management: Oversee CL’s internal management and the work of all Heads of Departments, Sections, Units, and Centers, ensuring coordination and operational excellence.

● Compliance: Ensure the proper execution of all decisions made by the CL Board.

● Internal Oversight: Ensure the smooth functioning of all departmental work within the Association.

● Consultation & Guidance: Maintain permanent coordination with the President, updating them on administrative progress, program implementation, proposal submissions, and other directives.

● Board Support: When requested, attend meetings of the Board, the Council, or the General Assembly, and participate in deliberations without the right to vote on resolutions.

● Policy & Regulations: Assist the General Secretary in carrying out the duties stipulated in the Bylaws, the Internal Regulations, and other organizational policies and procedures.

B. Financial Management and Resource Development (Fundraising)

● Financial Stewardship: Oversee CL’s financial management, including the development and monitoring of the annual budget, to ensure financial prudence and long-term sustainability.

● Financial Reporting: Ensure the proper preparation and submission of annual financial statements to the Board.

● Fundraising Leadership: Develop and lead a comprehensive fundraising and resource development strategy, focusing on securing major gifts, grants, and individual donations to meet annual goals and expand mission reach.

● Asset Management: Oversee the proper reception of assets, grants, and in-kind assistance, and ensure their delivery to their intended destinations within the powers granted by the Board. C. Programs and Operations.

● Program Excellence: Oversee the planning, implementation, and evaluation of all programs and services, ensuring they are effective, efficient, and align with the mission of humanitarian, social, and developmental work.

● Regional Coordination: Oversee the revival and coordination of activities within the regional structures and centers.

● Stakeholder Relations: Receive and follow up on reviews and inquiries from CL bodies and relevant parties concerning its activities, and act on them within the authority granted by the Bylaws and Internal Regulations.

● Risk Management: Work to identify, evaluate, and mitigate risks to the organization’s people, property, finances, and public image.

D. Qualifications, Skills, and Attributes

1. Required Education and Experience:

● Education: Must hold a university degree (Master's or PhD preferred) in Management, Administration, Development, or a relevant field.

● Senior Management Experience: Possess concrete, demonstrable experience (15+ years) and qualifications that enable the management of CL’s daily affairs and supervision of its smooth operation.

● Humanitarian Expertise: Must be proficient in humanitarian, social, or developmental work.

● Technical/Sector Experience: Possess technical and practical experience appropriate to their post and the sectors of service within CL and the Catholic Church in Lebanon.

2. Core Competencies and Personal Attributes:

● Integrity: Must be characterized by piety, integrity, good reputation, a spirit of love, service, detachment, and commitment.

● Leadership Style: Must possess a spirit of initiative and leadership.

● Communication: Excellent written and verbal communication skills in Arabic and English (French proficiency is a strong asset).

● Interpersonal Skills: Proven ability to build and maintain strong relationships with the Board, staff, donors, and community partners.

3. Specific Commitments (as per Internal Regulations):

● Must not engage in any political or ideological work or activity.

● Must not have any commitment of this nature that might give CL's work a specific political or ideological bias.
